DUTIES AND RESPONSIBILITIES

  1. *Provides professional human resources (HR) support and is responsible for a wide range of HR management activities involving unique situations due to the agricultural nature of the College of Tropical Agriculture and Human Resilience (CTAHR) and statewide distribution of programs and staff.
  2. *Assists with the review and processing of BOR GA and civil service hiring terminations resignations casual hire appts and other HR requests in compliance with UH policies procedures and CBA provisions.
  3. Assists with emeritus requests for retired faculty members.
  4. *Assists in the review of position descriptions for classification actions and position announcements for compliance with position classifications administrative procedures and other pertinent policies regulations and laws.
  5. *Assists with the coordination and processing of employee benefits such as health benefits and processing of vacation deferral program documents. Keep abreast of current rules and regulations related to employee benefits.
  6. *Assists in advising employees of changes in laws rules health plan coverage etc. and resolves benefit related issues problems and questions with system campus and external departments.
  7. *Assists with the update and maintenance of online leave for CTAHR. Ensure compliance with State/University/collective bargaining provisions/procedures.
  8. *Assists in the review and processing of workers compensation claims including processing claims to 3rd party administrator in a timely manner and in accordance with policies and procedures. Assists with routine cases.
  9. *Assists in the maintenance of the PeopleSoft (PS) system for CTAHR and keep abreast of current procedures and features. Ensure the propriety of and proper accurate and timely processing of all personnel actions under PS.
  10. *Assists in coordinating and conducting training and orientation sessions for CTAHR faculty and staff.
  11. Coordinates all aspects of service awards for employees for years of service.
  12. Assists in drafting and composing memos letters and forms of communication and reports related to areas of responsibility or as assigned.
  13. Assists as a support to the lead factfinder for grievances and factfinding investigations for the College.
  14. Assists in compiling and analyzing personnel data from existing files and records in response to inquiries reports and surveys. Obtains guidance from senior HR staff and supervisor on situations of higher technical complexity.
  15. Assists in reviewing and/or coordinating the work product of clerical personnel and/or student assistants.
  16. Keeps abreast of changes in human resources management and assists in assessment impact on college HR operations and practices.
  17. Other duties as assigned.

MINIMUM QUALIFICATIONS

1. Possession of a baccalaureate degree in human resources business administration or related area and 0 year(s) of progressively responsible professional experience with responsibilities for human resources; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

2. Functional knowledge of principles practices and techniques in human resources and/or business administration demonstrated by knowledge understanding and ability to apply concepts terminology.

3. Functional knowledge and understanding of principles theories federal and state laws rules regulations and systems associated with human resources and/or business administration.

4. Demonstrated ability to recognize problems identify possible causes and resolve the full range problems that may commonly occur in the human resources and/or business administration.

5. Demonstrated ability to understand oral and written documentation write reports and procedures and communicate effectively in a variety of situations.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team members and individuals.

7. Demonstrated ability to operate a personal computer and apply word processing software.

8. Ability to communicate effectively both orally and in writing.

9. Ability to exercise judgement tact and discretion in applying and explaining policies and procedures.


DESIRABLE QUALIFICATIONS

  1. Familiarity in the interpretation and application of human resources laws rules and regulations executive orders collective bargaining agreements/contract articles policies and procedures.
  2. Familiarity with searching laws rules collective bargaining contracts and executive orders and other relevant materials issued by federal and state authorities to ascertain proper interpretation and best practices.
  3. Familiarity with University of Hawaii or an institution of higher education administrative policies and procedures.
  4. Experience with electronic human resource systems such as Peoplesoft University OnLine Leave System Neogov or similar.
