The Application Leader Billing and Revenue is a strategic management role responsible for overseeing enterprise billing and revenue cycle applications within the Electronic Health Record (EHR) system at the North Carolina Department of Health and Human Services (DHHS) Division of State Operated Healthcare Facilities (DSOHF). This position leads a team that supports the development implementation and maintenance of applications that are critical to patient billing claims scheduling and financial operations across 13 stateoperated facilities serving over 10000 employees and more than 2500 clinicians.
This role is responsible for managing core Epic and nonEpic modules such as: Professional Billing Hospital Billing Claims Cadence Grand Central Health Information Management (HIM). Alongside the thirdparty systems including Hyland OnBase and Nuance Clintegrity. The Application Leader guides a team of analysts through their work coordinates technical performance and system upgrades and ensures integration across IT and business functions. The position requires expertlevel knowledge in healthcare revenue systems crossfunctional project leadership and oversight of technical and operational support across a multifacility environment.
Lead the implementation configuration and upgrade of Epic and nonEpic billing modules and supporting revenue systems.
Manage the planning operations and integration of billing systems in alignment with clinical and financial goals.
Guide team of application analysts providing coaching and technical direction.
Serve as the primary contact for internal teams external vendors and end users related to billing applications.
Direct the adoption of SDLC practices and ensure project milestones risk management and governance standards are met.
Monitor application performance support issue resolution and coordinate disaster recovery activities.
Oversee technology budgets related to billing systems including forecasting and vendor contract oversight.
Facilitate stakeholder engagement through governance meetings training sessions and implementation planning.
Build and maintain tight connections with business leaders the DSOHF Central Billing Office (CBO)/ revenue cycle leaders and section chiefs ensuring alignment and expectations
Support enterprise reporting security audits and compliance with HIPAA state and federal standards.
Lead evaluation and onboarding of new tools cloudbased systems and emerging technologies for the revenue cycle.

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following: Experience with of healthcare billing and revenue cycle operations. Demonstrated experience with full application lifecycle management such as conceptual design testing implementation cost management and ongoing improvements. Proven experience with IT project management preferably within a large healthcare or hospital system with highlevel implementations. Experience managing/implementing Electronic Health Record (EHR) systems or cloudbased healthcare and billing/revenue cycle applications such as Epic. Certification in project management (e.g. PMP) or Agile practices. Familiarity with HIM claims management and audit readiness in a large public or private health system. Active and verifiable credentials on the relevant Epic modules for this role.

Bachelors degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least three years of experience in supervisory capacity

Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and seven years progressive experience including at least three years of experience in supervisory capacity

An equivalent combination of education and experience
