Job Description

1. SUMMARY

The Office of Financial Control (OFC) is responsible for the management of financial and budgetary control systems for several NATO entities primarily the NATO International Staff (IS) civil budget. As the custodian of member Nations funds the OFC provides reliable and value adding financial and procurement services in support of frontline Divisions enabling them to achieve their objectives. It works to comply with International Public Sector Accounting Standards (IPSAS) and other best practices including the management of enterprise risk.

The OFC is responsible for procurement financial operations budgeting and reporting for: the NATO IS civil and reimbursable budgets (including satellite offices); all NATOwide pensions and related funds; bodies and projects located at NATO HQ (NHQ) for which OFC is responsible for providing procurement budgetary financial and accounting services. The OFC is also responsible for providing procurement cash management finance and accounting support to a number of extra budgetary funds (including trust funds) and bilateral arrangements including the Tax Reimbursement Agreement with the United States (U.S.. The NATOIS budget includes Brussels Headquarters operations as well as NATO Satellite Offices (NASOs). The Office of Financial Control is organised around five functions with a Front Office overseeing these functions:

Budget Planning Analysis and Procurement;

Control Accounting and Finance including Missions (Duty Travels);

Treasury;

Strategic Analysis and Reporting (SAR); and

ERP Competency Centre.

The Strategic Analysis and Reporting Unit (SAR) provides financial and procurement analysis and reporting for the OFC as well as for the IS Divisions Independent Offices and the Allies. It ensures that all OFC operation and reporting is based on precise reliable and coherent data uniformly developed and applied across the OFC. Towards this end it works in close cooperation with the OFC Budget Planning Analysis and Procurement Branch (BPAP) and the Control Finance and Accounting Branch (CAF).

Within SAR the incumbent takes an active role in developing the reporting capabilities of the OFC including identifying new tools or expanding the use of current ones by developing new reports and dashboards. The incumbent also participates in producing the regular periodic reporting and dashboards for management as well as adhoc reporting based on the stakeholders needs. They advise and support other IS divisions and OFC clients in their financial reporting functions.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • have a higher secondary education qualification with at least 4 years of professional experience related to the post OR upper vocational training/postsecondary degree in a discipline relevant for this position such as Finance Data Science or Computer Science with at least 2 years of relevant professional experience;
  • have experience with the implementation or use of information systems to support data analysis and reporting;
  • have demonstrated data analysis skills such as knowledge of statistics data wrangling and data analysis techniques and tools;
  • have knowledge of the financial modules of standard ERP systems such as Oracle eBusiness Suite SAP or other;
  • have advanced knowledge of Microsoft Office Suite in particular Excel;
  • have strong interpersonal skills ability to communicate and work with colleagues internal customers and stakeholders;
  • possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; and I (Beginner) in the other.

DESIRABLE

The following would be considered an advantage:

  • experience as a financial analyst or business analyst in the International Organisation government or other public sector;
  • experience in project management;
  • experience with the use of reporting software like Oracle Analytics SAP BO MS PowerBI etc;
  • familiarity with NATO financial and procurement procedures and regulations.

3. MAIN ACCOUNTABILITIES

Information Management

Conduct financial analysis and develop reporting that can be shared with key constituents/customers. Find ways to be faster better and more effective in managing information and using office tools.

Project Management

Oversee and monitor the of small projects/programmes and/or provide specialist input. Ensure project documentation is maintained and archived in an appropriate manner to document any changes made to processes or procedures as a result of the work of the section. Provide any requested data analysis to inform project decisions and assist with the implementation of necessary actions as a result of project boards.

Knowledge Management

Maintain and contribute to the development of OFC knowledge management policies and standards. Collect categorise and track relevant information required for various tasks projects and actions. Gather and organise relevant data propose practical solutions for coherent and uniform data production analysis and organisation across the OFC.

Expertise Development

Organise own workload to ensure the accurate and timely of duties and to assist with the flow of information related to OFC. Stay up to date with NATO Financial Regulations IPSAS risk management and financial statement evolutions in order to provide the best support possible to the OFC. Develop skills and expertise in general finance best practices and relevant tools and technology.

Stakeholder Management

Liaise with points of contact to ensure the relevance and quality of reports information and data. Be the point of contact for initial requests of various natures. Participate in crossfunctional teams to conduct analyses audits and evaluations.

Perform any other related duty as assigned.

4. INTERRELATIONSHIPS

The incumbent reports to Head SAR. Under their direction the incumbent works closely with colleagues in BPAP and CAF interacts with other elements of the OFC and other IS units as relevant.
