Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve its goals. It is responsible for a number of support functions to make our agency as efficient effective and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation Technology and Security; Emergency Management; Legal; Performance Management;
Communications; Project Management; and Leadership & Organizational Development.

Business Innovation Technology and Security (BITS) is responsible for managing the Departments information technology (IT) providers including relations with the Governors Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with CDHS program staff for IT support operations maintenance modernization and implementation of new IT systems

Job Description:

This position is the point person for Colorado Department of Human Services (CDHS) in identifying and implementing the most cost effective and appropriate administrative and technical solutions to solve complex IT needs of various CDHS Offices and Divisions. This position is responsible for developing systems and security standards for such IT projects developed within CDHS. This position collaborates in the development and maintenance of systems that allow BITS to assist CDHS in effective health and human service delivery by being able to track populations through multiple other systems in use across the agency being able to measure outcomes and being able to link outcomes across those various systems. Crosssystem data utilization requires careful analysis of numerous regulations and data handling requirements; this position is responsible for developing such data handling requirements.

The Department requires the implementation of a robust data and application development strategy built around data privacy and data security to deliver the following benefits:
  • To mitigate application and data privacy/security risks.
  • Reduce operational costs related to maintaining applications and data and redundancies in application usage across CDHS along with redundancies in data maintenance across the agency.
  • Lead and assist the department in developing and maintaining a comprehensive application catalog of various CDHS Offices and Divisions detailing the business use cases test plans test results system configuration diagrams data configuration diagrams data flow diagrams among others as deemed necessary based on policies set by the data governance team.
  • Developing and maintaining a process to monitor compliance with application standards and data governance policies established for CDHS under the guidance of the Data Governance Council.
  • Working with OIT and external vendors to implement a solution to monitor compliance with data sharing rules regulations and contracts throughout the department and perform quarterly biannual annual audit of inventory and compliance crossagency.
  • Managing data inventories and knowing how data are used to improve transparency which also increases the value of state data.
  • Increasing customer confidence in applications data and data management as application and security development processes are standardized and publicized.
  • Being the catalyst to manage changes in systems over time by bringing focus to issues and gaps in systems related to data management.

In addition to the above the position is in charge of assisting the creation and implementation of policies and procedures to comply with the significant changes to security law included in the enacted as part of the of 2009 amended in 2021 (regarding recognized security practices).

The Department relies on the unique technical expertise of this position to guide the Department in decisionmaking that minimizes Department infrastructure costs and maintenance issues for long term application maintenance and allows the Department to remain compliant in all the technologies it uses as a part of executing the agencys functions. This position spearheads investigations into potential data governance violations within the Department while also advocating for defending and elucidating the agencys application development and data governance policies and practices.

This position serves to centralize and support the technical aspects of application development and data governance standards across the Colorado Department of Human Services. This position collaborates with various teams to provide technical guidance and support for CDHS application and data governance initiatives.

The position collaborates with the departments Privacy Officer and the states Office of Information and Technologys CISO group as well as the BITS Data Governance Group Leadership team in the implementation of a robust data security policy and strategy to deliver the following benefits:
  • To mitigate data privacy/security risks.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights



Education and Experience:

A combination of related education with a STEM degree and/or relevant experience in Systems Analysis Data Analysis Cloud Computing Data Governance Application Development and/or Database Development equal to seven 7 years.


Conditions of Employment:
  • Travel required from time to time to coordinate data sharing efforts with stakeholders including CDHS offices across the state county partners other state agencies community organizations and federal partners.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
