Job Title: Legal Advisor II

Division: Office of the Inspector General

Union:N/A

Location: Springfield Sangamon County

Salary: $5423.00 to $11621.00 monthly

Overview:

Serves as legal advisor concerning inquiries reports and programs administered by OIG in hearings special investigations and research for the review of facts law and legal analysis; involved with the issuance of administrative documents or decisions drafting of complex legislation regulations and procedures as well as providing legal counsel to OIG staff and administrative officials on matters of investigations policy discipline and organization; will conduct or assist other OIG staff on cases that may have significant governance implications.

Duties and Responsibilities:

  • Provides primary legal advice and consultation to the OIG.
  • Supervises OIG staff in specific legal functions concerning reports issued by OIG.
  • Confers with attorneys law enforcement labor organizations Secretary of State staff and other governmental agencies at all levels on difficult problems of reports discipline statutory/regulatory interpretations and compliance.
  • May assist in creating planning developing and implementing programs and procedures to carry out the statutory/regulatory requirements of OIG.
  • Counsels OIG staff on matters of administration organization policies and procedures.
  • Participates in the drafting of proposed bills amendments resolutions and implements procedures policies and regulations by preparing editing and advising on legal memoranda reports and opinions.
  • Supervises and participate in preliminary inquiries investigations audits special investigations/reports to recommend appropriate action to OIG staff to include conducting subject/witness interviews and gathering evidence for drafting investigatory reports.
  • Performs other duties as required or assigned.

Specific Skills:

  • Requires knowledge of the common law Federal and State laws and regulations pertaining to State government as well as knowledge of judicial and quasijudicial and administrative procedures for legal methods practices and procedures.
  • Requires ability to plan supervise and review the work of investigations and accompanying legal and quasilegal activities to include skill in drafting complex and technical legal documents.
  • Requires ability to analyze and appraise facts evidence and precedents in developing pertinent issues and in applying fundamental principles to unusual difficult and complex problems and to give full and complete analysis.
  • Requires willingness to travel and possession of a valid Illinois drivers license.

Education and Work Experience:

Requires the possession of a license to practice law in Illinois AND one 1 year of professional experience in the practice of law.
