Job Description

We are seeking an Associate Deputy Director for Science and Technology to work closely with the Laboratorys Deputy Director for Science and Technology (DDST) and with Laboratory senior management in formulating and carrying out activities to advance the Laboratorys science technology and engineering foundations and to ensure cuttingedge scientific capabilities are available to support the Labs national security missions.

The Office of the DDST is responsible for strategic support of LLNLs scientific enterprise. In partnership with discipline and mission leaders the Office prepares LLNLs Science and Technology Investment Strategy; allocates more than $200M in annual internal investments; nurtures the Labs Core Competencies; oversees the Labs PostDoc program; and represents LLNLs science and engineering enterprise and its research outcomes to a number of external communities including NNSA DOE external review committees university partners and other academic institutions the private sector and the broader scientific community. On behalf of the Lab the Office leads research integrity and research security awareness and assurance efforts.

The selected individual will be responsible for actively leading managing and/or collaborating with numerous other senior Laboratory leaders on a diverse range of institutionally significant issues across all parts of the Laboratory and the broader DOE and NNSA enterprises. This position is a direct report to the DDST and serves in that role when needed.

This position offers a hybrid schedule blending inperson and virtual presence. You will have the flexibility to work from home one or more days per week.

You will

  • Represent and implement objectives and initiatives of the DDST Office working with the DDST to recommend and establish strategic priorities and approaches to issues. Determine as required integrated strategies and tactical approaches for major Office programs.
  • Serve as the LLNL Research Security Officer bolstering Laboratory staff members awareness of the broad dimensions of research security. Collaborate with researchers expert advisers and leadership to understand and mitigate research security risks to develop and implement processes to assess performance and to continuously improve the Labs approaches. 
  • Collaborate in engage with and lead or colead highlevel institutional committees including the Principal Deputies Committee. Advise on highlevel decisions and prepare informative supporting materials for decisions in areas where rules are imprecise and decision outcomes may introduce risks of audits and/or potential impacts on the ability of the Lab to conduct activities necessary for its responsibility as a Federally Funded Research and Development Center (FFRDC).
  • Team effectively with LLNL senior leaders and others directly and in highlevel meetings such as the Business Council and the Senior Leadership Team to identify issues decide on potential solutions and enable solutions through policy determinations resource allocations and consensus building.
  • Plan organize set clear goals and execute initiatives for the DDST and the Directors Office in a manner informed by extensive knowledge of the Laboratory applying expert problemsolving skills and exhibiting sensitivity to the perspectives of key stakeholders both internal and external to LLNL.
  • Partner with DDST Office team members assuring appropriate processes are in place and executed to carry out the programs under the DDST interacting to resolve issues and delivering on institutional initiatives.
  • Provide leadership and technical oversight of and constructive engagement in the Laboratorys Technical Evaluation Committee which evaluates and assures that the Laboratorys indirect funded technical activities are appropriate under NNSA guidelines.
  • Act on behalf of the DDST in internal and external activities involving Laboratory leadership LLNS LLC Federal agencies and key representatives external collaborators foreign representatives partners in the University of California (UC) system and scientific program sponsors.
  • Collaborate with members of functional subgroups of the National Laboratory Directors Council such as the National Laboratory Chief Research Officers and others.
  • Perform other duties as assigned.

Qualifications :

  • This position requires an active Department of Energy (DOE) Qlevel clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • PhD in a scientific or technical field or equivalent education and experience.
  • Demonstrated commitment to and success in the delivery of excellence in science and technology as required to carry out the Laboratorys current missions and to anticipate future national security needs.
  • Expert communication skills listening verbal and written that enable understanding of complex topics creation of effective narratives and presentations negotiation of healthy agreements out of conflicting views provision of trusted advice and constructive influence at all levels of the Lab and in the broader linked scientific communities.
  • Expert leadership partnering and management skills for envisioning and enabling innovation influencing the development of institutional priorities and goals and effectively and collaboratively executing on action plans.
  • Advanced problemsolving decisionmaking and leadership skills including the judgment necessary to independently advise counsel recommend and develop solutions on a wide variety of scientific technical financial and administrative issues.
  • Knowledge of LLNL its science and technology its missions and the perspectives of key internal and external stakeholders.
