The programs Enabling Care Policy Reform workstream (Workstream 2 is implemented in three countries: Indonesia the Philippines and Vietnam with an approach adapted to respond to the local country context. The workstream seeks to strengthen evidence and policy dialogues based on private sector experience and perspective as one of the actors contributing to a stronger more resilient care ecosystem together with the government and communities.
Under Workstream 2 IW will implement the GenderResponsive Innovations for AtHome Aged Care Initiative (the Initiative) in Vietnam to build the evidence base on genderresponsive private sectorled solutions that can improve the quality of athome care for older adults in Vietnam while supporting rebalancing of womens responsibility for unpaid care work.
Furthermore the Initiative seeks to:
IW has two 02 local partners in Vietnam to implement the activities.
Position Summary:
The STP will provide support to Workstream 2 in managing local partners performance reporting and evaluation of partners implementation.
The term of engagement for this STP expects to be from 1 June 2025 to 31 January 2027 with the maximum number of billable days to be 200 days within 20 months.
The STA is expected to work with Workstream 2 for 4 hours a day 5 days a week or up to 80 hours per month.

Key Selection Criteria
For your application to be considered by the Panel interested applicants must submit a response to each of the following Key Selection Criteria (KSC):
KSC 1: Education and Experience Tertiary education (Masters Degree preferred) in Public Policy Social Sciences Development Studies/Management or related fields with at least 45 years relevant experience in development programs.
KSC 2: Grants and Partners Management Proven experience in grants/contract management and managing partner relationships.
KSC 3: Technical Expertise Strong technical expertise and experience in gender/womens economic empowerment programming with a preference for experience in aged care and carerelated policy reform.
KSC4: Stakeholder Engagement Experience working with private sector and policy stakeholders.
KSC 5: Communication and Teamwork Strong oral and written communication skills in both English and Vietnamese with the ability to develop relationships and work collaboratively in a crosscultural team environment.
