Independently performs a variety of subprofessional procurement activities to coordinate purchasing of all types of goods and services in support of a departmental purchasing program; advises staff on purchasing policies and procedures; maintains purchasing records files and processes and reviews purchasing transactions; and performs other related duties as required.
Distinguishing Characteristics:
Positions in this class participate in substantive purchasing program activities and assists professional staff with substantive support work involving details followup and coordination of procurement program activities. Work is performed independently and involves a wide variety of purchasing and procurement related functions including maintenance and recordkeeping of surplus property purchasing accounting records and other purchasing program activities.
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four 4 years of clerical work experience including or supplemented by two 2 years of experience in buying a variety of commodities and services for a commercial nonprofit or governmental operation.
Knowledge of: government purchasing principles practices and procedures related to purchasing methods; applicable provisions of statutes County Charter and ordinances; market conditions and price trends of a variety of supplies materials and equipment; basic research principles techniques and methods; office practices and procedures.
Ability to: understand and follow applicable purchasing contract and specification laws rules regulations policies and procedures; use references to determine the quality and suitability of commodities and services; determine appropriateness of bids and recommend awards according to purchasing guidelines; review and evaluate contract and specification processing procedures and recommend improvements thereto; conduct effective interviews; establish and maintain good working relationships with others.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

The above examination is being given on an opencompetitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.

PreEmployment/PostOffer Drug Screening Test: All applicants who will enter a safety sensitive position or certain designated categories that the Personnel Services Director has established or who are required by law to be drug tested must pass a preemployment/postoffer drug screening test as a condition of employment. There is no retesting or reevaluation process. Cost for the drug screening test shall be borne by the County of Maui.
