Job Description

Description

Independently performs a variety of subprofessional procurement activities to coordinate purchasing of all types of goods and services in support of a departmental purchasing program; advises staff on purchasing policies and procedures; maintains purchasing records files and processes and reviews purchasing transactions; and performs other related duties as required.

Distinguishing Characteristics:

Positions in this class participate in substantive purchasing program activities and assists professional staff with substantive support work involving details followup and coordination of procurement program activities. Work is performed independently and involves a wide variety of purchasing and procurement related functions including maintenance and recordkeeping of surplus property purchasing accounting records and other purchasing program activities.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class.   • Conducts simple recurring openend or requirements contracts for commonly used goods.
  • Confers with vendors to obtain price and product information conducts preliminary research and reviews new product specifications and manufacturers publications and attends manufacturers product shows establishes corporate accounts when applicable.
  • Provides advice and assistance to administrative and supervisory staff and other employees by explaining small purchase procedures and the procurement process to assist users in requirements and use of the Purchasing and Inventory system to generate electronic requisitions.
  • Organizes purchase request data provides advice to requisitioning divisions and reviews requisitions for accuracy prior to processing internal purchasing forms.
  • Prepare bid advertisements publicize solicitations prepares and maintains records and files of publication notices.
  • Prepares and conducts telephone and written informal bids in compliance with small purchase policies and procedures of the County State law and administrative rules.
  • Produces purchase orders and reviews request for and processes change orders.
  • Researches best prices and availability if not on bid contracts and determine the best way to expedite purchases.
  • Reviews and processes contract amendments.
  • Works with Purchasing Specialist to award purchase orders authorize awards of annual requirements contracts and trains in procedures for onetime solesource and other specialized bid requests.
  • Accompanies purchasing specialist and other staff on vendor site visits and trains in educational techniques for groups affected by the procurement process.
  • Assists in the review and analysis of procurement specifications and in purchase bid preparation.
  • Assists in the development and preparation of procurement documents and the conduct of bids for solicitations for goods and services.
  • Assists in the application of nondiscriminatory contract terms and conditions and learns how to apply bonding insurance licensure and other specialized bid requirements.
  • Independently works with departmental divisions to ascertain specific needs discuss requirements specifications and alternatives.
  • Reviews request for proposals and prepare execute contract document package.
  • Communicates procurement status to vendors and develops bidder and commodity databases and other libraries of relevant information.
  • Prepares communication notices and other publications dealing with purchasing matters for distribution to the divisions of the department.
  • Provides input and may assist in the preparation of budget requests.
  • Maintains stores inventory system for the department.
  • As needed reviews departmental procurement policies and procedures and recommends changes or modifications.
  • Performs other related duties as required.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four 4 years of clerical work experience including or supplemented by two 2 years of experience in buying a variety of commodities and services for a commercial nonprofit or governmental operation.

Knowledge of: government purchasing principles practices and procedures related to purchasing methods; applicable provisions of statutes County Charter and ordinances; market conditions and price trends of a variety of supplies materials and equipment; basic research principles techniques and methods; office practices and procedures.

Ability to: understand and follow applicable purchasing contract and specification laws rules regulations policies and procedures; use references to determine the quality and suitability of commodities and services; determine appropriateness of bids and recommend awards according to purchasing guidelines; review and evaluate contract and specification processing procedures and recommend improvements thereto; conduct effective interviews; establish and maintain good working relationships with others.
