Job Description

Description of Work


The Business System Lead will supervise a team of IT professionals responsible for the administration support and continuous improvement of the Integrated Human Resources Information System (HRIS)/Payroll System within the Division of State Operated Healthcare Facilities (DSOHF) at the North Carolina Department of Health and Human Services (DHHS). This role oversees helpdesk operations for timekeeping and payroll systems including UGK Kronos Workforce Central and its upgrade to the Dimensions platform and ensures thirdparty integrations with the Epic Electronic Health Record (EHR) and the States Integrated HRPayroll System (Fiori) are operating effectively. The position is charged with aligning HRIS and payroll systems with enterprisewide requirements leading configuration efforts managing vendor relationships resolving technical issues and maintaining system integrity and security.

This position also leads business process analysis software testing documentation compliance and project management activities. Responsibilities include developing functional and technical requirements managing system upgrades facilitating crossfunctional meetings addressing production support issues and delivering performance metrics to executive leadership. The analyst is expected to mentor team members ensure quality assurance and data security standards are upheld and actively contribute to the longterm application management and strategic IT direction of the agency. Strong analytical thinking communication skills and the ability to work collaboratively with stakeholders across various technical and nontechnical backgrounds are critical to the success of this role.

Key Duties Include:
  • Oversee daily operations and support of the DSOHF HRIS/Payroll systems and Timekeeping Payroll Helpdesk.

  • Manage upgrades and transitions from Kronos Workforce Central to UGK Dimensions Workforce Management.

  • Coordinate and support thirdparty integrations with Epic EHR and State HRPayroll Fiori systems.

  • Lead business process analysis requirements gathering system configuration and functional testing.

  • Supervise and mentor IT staff assign tasks review deliverables and manage performance.

  • Develop application strategies ensure alignment with enterprise policies and report system performance metrics.

  • Troubleshoot technical and production support issues applying system enhancements where needed.

  • Facilitate communication with internal and external stakeholders including OSBM OSHR DIT and vendors.

  • Maintain system documentation user manuals training materials and project plans per state standards.

  • Ensure compliance with security policies quality standards and data governance protocols across systems.

Minimum Education and Experience Requirements

Bachelors degree in business administration computer science or any related field from an appropriately accredited institution and two years of experience in business consultation process improvement or requirement gathering in an information technology environment
OR
Associates degree in business administration computer science or any related field from an appropriately accredited institution and three years of related experience in an information technology environment
OR
High School or GED and five years of related experience in an information technology environment
OR
An equivalent combination of education and experience
