IMPORTANT: This is a noncivil service limitedterm position.
All positions within the Office of the Mayor are appointed.
The CDBGDisaster Recovery Program Manager is assigned to the SR26 salary range. Appointments may be made at any rate within the salary range from $6399 SR26D to $9109 SR26M per month at which appropriate qualified applicants can be recruited. Please attach your resume to your application.
Plans coordinates and implements one 1 or more program activity(ies) related to recovery from the August 2023 Maui wildfires with Community Development Block Grant funds for Disaster Recovery (CDBGDR) provided to the County by the U.S. Department of Housing and Urban Development (HUD) in order to achieve the Countys longterm and shortterm goals and objectives relative to community development; establishes program measures performance measures and standards of achievement and oversees a monitoring system to ensure compliance with Federal State and/or County policies and requirements; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning coordinating and implementing one 1 or more program activity(ies) of the Countys CDBGDR program and to supervise the work of program specialists and clerical staff relative to meeting the Countys long and short range community development goals and objectives.Examples of Duties

- Plans coordinates and implements one 1 or more program activity(ies)of the Countys CDBGDR program activities;
- Consults with departments and agency heads in conducting longterm community development planning in order to integrate and coordinate various programs and projects;
- Serves as liaison between the County and various Federal State and/or private agencies and organizations in regards to CDBGDR program policies and procedures;
- Oversees and/or conducts mandatory public hearings and meetings to provide information regarding the CDBGDR program guidelines and requirements and to collect project proposals;
- Reviews project proposals for compliance with eligibility and national objective criteria;
- Meets and confers with Mayor and Managing Director to recommend and finalize proposal selections;
- Prepares and conducts presentation to the County Council on proposed projects for funding;
- Supervises and participates in the preparation of all grant applications;
- Coordinates the activities of other departments relative to various requirements for project implementation such as environmental assessments procurement activities etc.;
- Oversees the development of contract agreements ensuring all projects will be in compliance with Federal regulations; responsible for contracts including scope of work fees direction of work progress payments and any additions deletions change orders and amendments;
- Supervises a monitoring system to ensure compliance with various Federal State and/or County policies regulations and requirements;
- Ensures that all required reports are submitted and all financial accounts are reconciled;
- Develops and maintains program budget;
- Performs other related duties as required and/or assigned.
Minimum Qualification Requirements
Training and Experience: A combination of training and experience substantially equivalent to graduation from an accredited college or university with a bachelors degree in business or public administration urban planning economics sociology or a related field and five years of progressively responsible professional administrative or analytical experience one of which must have involved applying for monitoring evaluating and/or administering Federal grants.
License Requirement: Possession of a valid motor vehicle drivers license (equivalent to State of Hawaii Type 3.
Knowledge of: The principles and practices of supervision; Federal State and County laws rules regulations policies and procedures applicable to community development and related programs; fundamentals of community planning and/or property development; trends in Federal State and local planning as they affect community planning; research methods and statistical procedures; statutory regulatory and participatory requirements associated with Federal grants; sources of information relating to Federal grants; report writing; public relations.
Ability to: Plan organize coordinate and supervise the work of others; read comprehend interpret and apply complex rules regulations policies and procedures; organize plan coordinate implement and monitor projects; make effective decisions and recommendations; establish and maintain effective working relationships with others; present ideas clearly concisely and effectively orally and in writing.

The above examination is being given on an opencompetitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
