Plans develops and coordinates the administration of personnel programs for the Office of the Secretary of State for the Chicago Office with respect to testing hiring and onboarding; coordinates program activities with the Springfield office to achieve the goals and objectives of the Department and the Office.
Duties and Responsibilities:
Directs and coordinates the administration of program operations and activities for the department for the Chicago Office; reviews evaluates and revises or develops operational and program objectives and procedural guidelines as assigned by the Director; coordinates departmental program activities with the Springfield Office.
Assigns staff for the handling and processing of the test room interviews onboarding processes calling eligible lists processing personnel transactions; evaluates their performance and approves time off from work.
Directs and participates in the formulation and implementation of department policies rules and regulations and operating procedures identifies areas for program research and new development and determines information needed to facilitate the management decisionmaking. Assists with projects assigned by the Director relating to the operations of the Chicago Office.
Coordinates with the Director on matters that affect the daily decisionmaking process to effectively manage the departmental programs and operations.
Performs other related duties as required or assigned.

Requires extensive knowledge of modern techniques utilized in program research development and implementation.
Requires extensive knowledge of effective communications techniques including computer applications.

Requires extensive knowledge in budgeting in a governmental organization.
Requires ability to develop establish and maintain effective working relationships with public private and other governmental organizations.
Requires ability to develop operational and program objectives within the framework of legislated functions and professional philosophies.
Requires ability to direct and coordinate the functions and activities of a variety of professional management and operational personnel.
May require travel and possession of a valid Illinois drivers license.
Required Skills and Qualifications:
Bachelors degree in Education Business Administration Public Administration or a related field preferred; equivalent experience may be considered
Minimum of 5 years of experience in managing operations/divisions with at least 3 years in a leadership role managing teams of 10 employees
At least 3 years experience in personnel hiring and onboarding.
Strong leadership strategic planning and people management skills with the ability to drive crossfunctional collaboration process enhancement and transformative initiatives
Preference will be given to Illinois residents in the hiring and selection process in accordance with the Illinois Secretary of State Merit Employment Code.
