SUMMARY OF POSITION
The Clinic Services Bureau of the Health Department is recruiting to fill an Outpatient Services Manger II position to join the management team directing the operations of one or more Federally Qualified Health Care (FQHC) designated clinics. The position supervises professional and paraprofessionals staff.

Under the direction of the Clinic Services Bureau Chief and the Outpatient Services Director the Outpatient Service Manager II will be responsible for planning organizing and directing the operations of the outpatient clinic system. This position is responsible for the administration of a wide variety of clinic functions including management of operations systems planning and quality improvements.

The Clinic Services Bureau operates ten clinics and provides care to the medically underserved population in Monterey County. The mission of the Bureau is to provide quality primary medical care services for all residents of Monterey County regardless of the ability to pay and assures that high quality services are provided at the lowest possible cost. Monterey County Health Department clinics are in Salinas Seaside and Marina and provide family practice womens health internal medicine pediatric behavioral health and specialty services.

SignOn Bonus:As of March 20 2025 the Health Department offers up to a $10000 signing bonus to candidates hired into regular fulltime positions for this classification from this recruitment.

The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular fulltime parttime or temporary basis Countywide.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

Supervise and direct the work of professional and paraprofessional staff to achieve optimum patient flow and cycle times appropriate for services; interview and select new employees; assure orientation and training for all new employees; monitor staff productivity; schedule work; coordinate reporting of payroll; establish standards and evaluate performance; implement employee disciplinary process as necessary; assure employee competencies and longterm development through regular performance audits and development plans.
Ensure quality program management through compliance with federal state and local regulations concerning health care such as Title 22 of the California Code of Regulations Alternative Payment Method (APM) and Primary Center Medical Home (PCMH); identification of opportunities to improve quality of care; and assessment and improvement of key processes that directly impact on patient services.
Provide for fiscal program management including assisting in implementing and managing grant funded programs budgets or projects; providing input in the preparation of the annual budget for the clinics; ensuring compliance with Office of lnspector General (OIG) regulatory standards; maintaining data using clinic or hospital computer software such as Ambulatory Payment Classification (APC) and financial services programs; identifying opportunities to improve financial systems and services for individual clinic units; providing fiscal program and provider productivity reports; assuring that systems support seamless interface with acute and diagnostic services as patients move through Health Department NMC services and systems of care.
Participate in development of services by assuring that any new providers who join the staff are appropriately supported and oriented to the site; assuring that growth opportunities are identified serving as operations liaison for support services network and community partners as new programs are implemented; assuring that growth and improvement opportunities are identified and pursued across all sites; collaborating with appropriate entities or agencies as required.
Develop recommend implement and interpret new or revised policies standards and procedures; monitor policies and procedures for compliance with HRSA governing standards Title 22 regulations and all applicable Federal and State regulations.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge skills and abilities:

Thorough Knowledge of:
Principles and practices of outpatient service delivery systems of care.
Principles and methods of management organization budgeting and staffing applicable to health care programs.

Working Knowledge of:
Principles of supervision including training directing evaluating and supervising staff.
Management system and concepts.
Laws pertaining to health care services in the State of California
Quality improvement principles and practices.

Skills and Ability to:
Plan organize direct schedule set performance standards and evaluate the work of a multidisciplinary staff.
Understand interpret explain and apply laws regulations policies and written and oral directions
Design and deliver inservice education and training programs and assess their effectiveness.
Provide excellent and courteous customer service and establish and maintain effective working relationships with those contacted during the course of work.

Conditions of Employment:
The required conditions of employment include but are not limited to the following:

Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
Be available to work a flexible schedule including evenings weekends holidays and during times of disaster and/or emergency; travel out of County to attend meetings.
