The Division of Lands & Resources is hiring a Deputy Lands & Resources Manager to join our team.

The team consists of a small division who work directly for the City Managers Office and the Department of Administration.

We are accepting applications until the position is filled. The next review of applications will occur on April 07 2025.


WHO WE ARE LOOKING FOR

The Division is looking for someone who can perform professional level land management work supervise the work product of consultants and coordinate interdepartmental teams working on Land and Resources projects. This position writes recommendations and drafts policies on land related issues. This position is responsible for testifying before the Planning Commission the Assembly and other elected and appointed boards and commissions. This position will provide public outreach and information.

WORKING HOURS AND LOCATION

This position generally works Monday through Friday from 8:00 AM to 4:30 PM with occasional weekend or evening work. Your workspace would be located in downtown Juneau inside City Hall.

Typical Responsibilities

Under the general direction of the Lands Manager the Deputy carries out complex professional level land management work supervises consultants and coordinates interdepartmental teams working on land and resources projects. Responsibilities also include writing recommendations and drafting policies on land related issues and testifying before the Planning Commission and Assembly.


LAND MANAGEMENT:

  • Leads large and complex projects such as subdivision developments; coordinates the work of consultants and staff of other departments to implement the CBJs land disposal program.
  • Establishes and maintains cooperative relations with state and federal regulatory agencies.
  • Oversees all stages of subdivision development from the initial feasibility analyses through agency review and permitting construction appraisals sales brochure preparation advertising and sale of the lots.
  • Negotiates land acquisitions on behalf of the CBJ for parks utilities and other public purposes.
  • Evaluates applications for easements use permits and leases of municipal land; coordinates review with other departments and makes recommendations to the Planning Commission and Assembly.
  • Researches property right issues and trespass situations.
  • Responds to public inquiries about the use of CBJ lands and resources.
  • Conducts public workshops; speaks before community groups and provides information to the news media on issues of public interest.


PLANNING:

  • Coordinates longrange planning functions for the division including preparation of the CBJs Land Management Plan.
  • Works closely with staff in other departments to compile data conduct analyses and make recommendations for the use development and conservation of CBJ Land.
  • Conducts public review process. Prepares planning documents and presents findings to appointed boards and committees including the Planning Commission Assembly and Parks & Recreation Advisory Board.
  • Collaborates with Community Development Department staff to create a computergenerated atlas of CBJowned lands.
  • Establishes and oversees maintenance of Lands & Resources records management system including reference library property files project files lease files and easement files.
  • Assists the Lands Manager in preparing the budget for the division.
  • Collaborates with Community Development staff to create a computergenerated atlas of CBJ owned lands with querying features useful to multiple CBJ departments.


SPECIAL PROJECTS:

  • Creates and implements new programs in response to community needs.
  • Works with nonprofit groups and tribal governments to assist in property acquisition and facility development.


ADMINISTRATION:

  • Assumes role of Lands & Resources Manager during their absence.
  • Performs other related duties as assigned.
  • Establishes and oversees maintenance of Lands and Resource records management system including reference libraries property files project files and lease and easement files.
  • Administers contracts with consultants providing technical support to the division for such work as subdivision design appraisals and land surveying. Authorizes payments for such services.


ENVIRONMENTAL MANAGEMENT:

  • Administers the Mendenhall Valley Air Quality Monitoring program which calls air emergencies in the Mendenhall Valley when particulate levels reach an unhealthy level.
  • Works with the CBJ Risk Manager and Directors on hazards and environmental concerns related to or affecting CBJ owned property. This includes flooding avalanches mudslides hazardous trees wetlands pollution open burning trash and illegal dumping.
  • Researches and analyzes policy issues and scientific data and provides the Manager and Assembly with recommendations.

Minimum Qualifications

EDUCATION:

Bachelors Degree from an accredited college with a degree in planning engineering geography architecture public administration project management natural resource management tourism or a closely related field.


SUBSTITUTION:

Experience may be substituted for the required education on the basis of one month of experience for 2.5 semester hours or 3.75 quarter hours of education. Examples of qualifying experience includes paraprofessional work in environmental transportation or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geography information systems; housing administration grant administration; accounting; business management; or research.

EXPERIENCE: Three 3 years of experience in at least two 2 of the following fields:


a. Land use planning

f. Property management

b. Public land disposal or acquisition

g. Economic development

c. Lands classification

h. Municipal planning

d. Housing

i. Community development

e. Staffing boards and commissions



OTHER: Valid Drivers License at time of appointment and for continued employment.
