Supplemental Qualification Requirements:
1. Possession of a current Louisiana license to practice professional engineering in the discipline of Electrical Engineering.2. At least two 2 years of professional experience in consultant contract development and management for the design of electrical systems for movable bridges roadway lighting and building facilities.
3. At least three 3 years of professional engineering experience in for the design of electrical systems for movable bridges roadway lighting and building facilities.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and agencywide permanent status employees); or by detail to special duty.
There is a biweekly Special Entry Rate of $3316.00 for this position.
The actual starting salary depends on the education and experience of the selected applicant.

Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A masters degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABETaccredited degree and prior to earning a professional engineers license (e.g. as an engineer intern applicant engineer intern or equivalent) will be accepted as professional level engineering experience.

Engineer 6 DCL (Electrical Consultant Expert)
Incumbent shall work very closely with the Consultant Contract Services Unit the Mechanical and Structural Design Unit and other critical departmental units such as Road Design Survey and Project Management during the development of electrical consultant contracts. Incumbent shall assist the Consultant Contract Services Unit in developing electrical IDIQ contracts task orders and supplements and transmitting invoices for payment. Incumbent must stay uptodate with the consultant contract service procedures for the electrical unit. Coordination of the electrical mechanical and structural designs and other departmental units is necessary in order to properly develop consultant contracts for electrical tasks due to this sections unique knowledge skill and experience with electrical engineering. This coordination requires a clear understanding of electrical engineering and the task associated with projects administered by other units in order to ensure proper contract development.
Incumbent shall oversee the electrical portion of consultant designed projects to ensure Quality Assurance/Quality Control (QA/QC). These duties/responsibilities are handled inhouse which allows the department to use its expertise to verify and maintain the quality of consultant designs. This technical design expertise is highly specialized and vital to maintaining electrical IDIQs task orders and supplements for the design of electrical systems for movable bridges roadway lighting and facilities electrical. This expertise will be utilized on a continuous basis by the Bridge Design Section.
While in official capacity comply with any applicable Louisiana and Civil Service laws rules regulations as well as DOTD policies procedures manuals and directives.
35%Consultant Administration:
- Function as the statewide expert consultant and researcher on high level design and construction projects complex movable bridge electrical roadway lighting and facilities design and consultant contracts for electrical design services. Serve as a DOTD project manager or bridge task manager to manage work efforts and fulfill contracted services. Provide engineering expertise for critical statewide programs such as the Federal Bridge Replacement and Rehabilitation Program and the Preventative Bridge Maintenance Program the Federal Interstate Lighting Program and State Facilities Maintenance funding. Provide consultative assistance to top level DOTD administration through broad and specific knowledge of bridge electrical engineering.
- Provide Quality Control/Quality Assurance (QA/QC) for electrical design projects developed by other section engineers. Deliver technical expertise for solving electrical problems as they relate to bridges roadway lighting and facilities on a statewide basis across all DOTD Districts. Offer technical advising and support for a large number of critical outsourced engineering projects which are composed of complex movable bridge power and control systems roadway lighting and facilities electrical systems. Consulting support consists of project scoping negotiation of manhours and fees establishing contract time and design criteria monitoring progress for work quality and quantity approval of invoices for payment rating consultants performance for future evaluations in the procurement process and quality assurance and control of engineering and plans. A thorough knowledge of the following specifications guides and manuals is critical to ensure compliance of consultant prepared plans with all DOTD requirements for safe and efficient electrical systems: A Guide to Constructing Operating and Maintaining Highway Lighting Systems LADOTD Bridge Design and Evaluation Manual National Electrical Code NFPA 70E ANSI/IES RP8 AASHTO Roadway Lighting Design Guide Louisiana Standard Specifications for Roads and Bridges and AASHTO LRFD Movable Highway Bridge Design Specifications.
30%Design of Electrical Systems for Statewide Movable Bridges Facilities Electrical and Illumination:
- Prepare complex bridge plans and specifications using electrical detailing and plan preparation experience with movable bridge plans control electrical schematics control logic electrical details luminaire pole layout conduit and conductor interconnect highway safety details project construction phasing etc. Manage the electrical and illumination components of unique bridge and road rehabilitation or repair projects that include bridge and road widening bridge redecking and of new bridge and road construction etc.
- Function as a lead designer and team leader for the design of complex electrical power control and illumination systems for movable bridges roadways rest areas buildings tunnels pumping stations and other transportation facilities.
- Direct project design and plan development in accordance with the Departments standards Federal Highway Administrations policies US Coast Guard requirements and other applicable codes and standards.
- Review and approve detailing and standard design work developed by the Bridge Design Section.
15%Project Management and Task Management:
- Serve as project manager for projects that are primarily electrical in nature and provide project management and task management for assigned consultant projects ensuring that all projects and tasks are completed within scope schedule and budget requirements and at the highest quality. Utilize DOTD project management software tools to manage projects on a weekly basis.
- Serve as a task manager to oversee the development of the electrical portions of a project. Advise the project manager on all questions related to electrical issues.
- Assist with the acquisition and management of consultants performing electrical design of movable bridges roadway lighting and facilities for all sections of DOTD statewide.
- Provide functional/project supervision over other engineers and technicians in order to coordinate electrical engineering work. Function as a lead designer and team leader for the design of complex electrical power control and illumination systems for movable bridges roadways rest areas buildings tunnels pumping stations and other transportation facilities and shall be responsible for training less experienced Engineers and Engineer Interns in his/her area of expertise.
10%Construction Related Engineering Services (CRES):
- Review electrical shop drawings and equipment submittals for assigned projects.
- Provide engineering support during construction to District Project Engineers/Inspectors on construction issues related to electrical systems the incumbent has designed. This support consists of periodic field inspections responding to RFIs from the contractor answering email/telephone questions from the Project Engineer/Inspector developing acceptable solutions to construction or plan errors as requested by the Project Engineer and reviewing/approving all electrical design changes requested by the contractor during construction.
- Perform and/or coordinate final inspections of all above electrical systems related to the work designed both inhouse and by consultants to ensure all electrical systems have been constructed according to the contract documents.
- Assist the contractor with the final setup of the electrical systems on new movable bridges (timing relay settings limit switch settings etc. final preparation of Lighting and Electrical System Performance Testing O&M Manuals and AsBuilt Drawings to ensure that the electrical system is functioning properly prior to the Departments acceptance of the system.
10%Miscellaneous Duties:
- Advise Electrical Design Manager: Assist the manager by providing technical guidance and task management for projects developing policies and procedures developing project strategies providing review and advise on AASHTO agenda items and assisting with training and participating in special assignments for the section.
- Damage Assessment Teams: If a major disaster or emergency has been declared incumbent will participate on an inspection team to assess damage to movable bridges rest areas and weigh stations and prepare Federal Detailed Damage Inspection Reports (DDIRs) to facilitate Federal reimbursement of costs associated with repairing the structures.
- Training: Complete and maintain specialized electrical engineering training in National Electrical Code NFPA 70E illumination engineering and modeling fault and circuit analysis software lightning protection all structured training required by the Department and all continuing professional development training required to maintain and renew professional engineering license. Attend movable bridge training every two years at the Heavy Movable Structures Symposium as funding allows.
- Training of Department Personnel: Train and instruct design engineers and subordinates in the design of electrical systems for building facilities movable bridges and interstate lighting and in the laws codes and regulations governing design. Train and instruct design engineers and subordinates on all Department procedures involved in plan development contract letting and construction. Train and instruct project managers statewide design engineers and subordinates on electrical design consultant contract development.
- Interview Panels: Serve on panels to interview and hire new employees.
- Office Tasks: Perform office tasks as directed by the supervisor such as reviewing time sheets updating project lists scheduling employee training securing rental vehicles for field inspections scanning documents etc.
- Other Duties: May perform other duties as required that includes but may not be limited to emergency/disaster support activities.
