What you will be doing:

The Alaska Department of Environmental Conservation (DEC) Air Quality Compliance Program is seeking qualified applicants for Environmental Program Specialist Flex 1/2/3 position. The incumbent will manage a caseload of assigned industrial sources evaluating compliance documenting compliance and enforcement actions. The position requires excellent interpersonal skills and the ability to function well in a team setting. Attention to detail and time organization are vital elements for this position.

DECs mission is to conserve improve and protect Alaskas natural resources and environment to enhance the health safety economic and social wellbeing of Alaskans. Clean air is essential to every Alaskan. The incumbent primarily regulates stationary sources regulated under the Clean Air Act according to established statutes regulations procedures and administrative directives as necessary to implement the State of Alaska Stationary Source Air Quality Title V Program. As necessary the incumbent may be required to respond to and investigate public complaints related to Air Quality.

The working environment you can expect:

This position will be filled in Juneau. There is occasional travel to conduct facility inspections or investigate public complaints. Under general supervision this position independently performs a variety of technical functions (such as report reviews) associated with compliance and enforcement of local state and federal air quality regulations applicable to industrial facilities such as power plants seafood processors and oil & gas facilities.


We are looking for a candidate that has experience in the following areas:

  • Analytical Thinking/Problem Solving:Uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
  • Compliance:Knowledge of procedures for assessing evaluating and monitoring programs or projects for compliance with Federal laws regulations and guidance.
  • Scientific Research: Knowledge of the concepts principles and theories of scientific principles related to environmental ecological biological or physical science and the methods and processes used to conduct a systematic and objective inquiry; including study design collection analysis and interpretation of data; and the reporting of results.
  • Teamwork: Encourages and facilitates cooperation pride trust and group identity; fosters commitment and team spirit; works with others to achieve goals.

Special Notice:
  • ADEC Inspector Credentials (AS 46.14.515 within one year after hire.
  • Valid drivers license required.
  • EPA Reference Method 9 Visible Emissions Observation Certification 18 AAC 50.040 and 40 CFR 60 Appendix A Method 9 six months after hire.
  • Requires travel within the State. Transportation may include small plane helicopter boat or similar.

  • Oral Communication Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds appropriately.

A bachelors degree from an accredited college in an environmental physical biological or natural science; engineering; planning; or natural resources.


Environmental Program Specialist 2 (Range 16:

Any combination of education and/or experience that provides the applicant with the following competencies

  • Environmental Science Knowledge of the interdisciplinary concepts principles theories and methods of investigating the natural and physical environment including examination of ecology biology physics chemistry plant science zoology mineralogy oceanography limnology soil science geology and physical geography atmospheric and other related sciences in the protection and improvement of the environment and its resources.
  • Scientific Research Knowledge of the concepts principles and theories of scientific principles related to environmental ecological biological or physical science and the methods and processes used to conduct a systematic and objective inquiry; including study design collection analysis and interpretation of data; and the reporting of results.
  • Critical Thinking Analyzes and evaluates data to draw logical and wellreasoned conclusions.
  • Oral Communication Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds appropriately.

Equivalent to those typically gained by:

A bachelors degree from an accredited college in an environmental physical biological or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations pollution control environmental damage recovery or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socioeconomic impacts of construction projects; prepare environmental documentation; and determine negotiate and monitor permitted activities.

Any combination of education and/or experience that provides the applicant with the following competencies

This position is flexibly staffed. The level of the job offer will be based on the selected candidates credibly possessed and proven competencies. If hired at the lower level you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.
