Job Description

Description

Independently performs more complex casework for older individuals informal care givers and persons with disabilities; and may supervise lower level classes in the series; may assist lower level classes when unusual case complexities arise; and performs other duties as required.

Distinguishing Characteristics:

The fully trained specialist performs independently under general supervision in planning and implementing casework for older individuals informal care givers and persons with disabilities that are more difficult and complex in nature that meet the full range of their needs.

Examples of Duties

  • serves in cases that include assessments and support planning that assists in the identification and authorization of costeffective outcomeoriented service options that addresses individuals full range of needs;
  • works with interdisciplinary team members to ensure effective case coordination ;
  • assists subordinates in ensuring the completeness of the agency resource database;
  • may assign cases to subordinates according to case complexity;
  • assigns public event responsibilities ;
  • interprets clarifies and develops guidelines within the program ;
  • drafts procedures and implementation plans;
  • develops training guides and provides training ;
  • monitors and reports on direct service provision ;
  • assists in performing initial intakes by serving as a backup to the Aging and Disability Services Specialist IV and V positions;
  • performs other duties as assigned.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor s degree which included a minimum of twelve 12 credit hours in courses such as aging disabilities human services psychology social work social welfare sociology counseling criminal justice or other behavioral sciences and two 2 years of progressively responsible professional work experience which involved case management and/or support planning in the area of social services health or education one of which shall have involved services dealing with the special needs of the elderly or individuals with disabilities.

License Requirement: Possession of a valid motor vehicles drivers license (equivalent to State of Hawaii Type 3.

Knowledge of: the principles and practices of behavioral sciences aging and disability; general research evaluation interviewing methods and techniques; report and letter writing; casework methods and techniques such as assessment and diagnosis used to evaluate and provide treatment for people who need services; the mission goals pertinent laws rules regulations policies and procedures of the Office on Aging; and community resources available to consumer groups.

Ability to: read understand interpret and apply laws rules and regulations pertaining to the Office on Aging programs; collect analyze evaluate information; prepare written reports correspondence and other official documents; establish and maintain effective relationships with diverse populations and members of interdisciplinary teams; supervise the work of others.

TEMPORARY POSITIONS:
Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. The above examination is being given on an opencompetitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
