Job Description:

The Oregon Health Authority (OHA) Public Health Division (PHD) Drinking Water Services program in Portland Oregon has a fantastic career opportunity for a Senior Data Analyst (Research Analyst 3 to manage and coordinate data analysis projects for Drinking Water Services (DWS) including the Drinking Water State Revolving Fund (DWSRF) and new programs established by the Bipartisan Infrastructure Law (BIL).

This is a fulltime permanent classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do

The Senior Data Analyst for the Drinking Water Services (DWS) independently plans manages coordinates and communicates data analysis projects for DWS.

This position will collect analyze and display data to evaluate water quality in Oregon in addition to supporting the development and maintenance of the DWS Drinking Water Data Online website The Senior Data Analyst is also responsible for creating customized queries and reports using data from the Oregon Safe Drinking Water Information System (SDWIS) DWS databases and shared data from partnering agencies and organizations to support DWS programs.

This position must possess the leadership and skills required to design and implement data analysis projects that will benefit drinking water education outreach and research in Oregon. This position will also enhance existing database management systems to support partnering agencies and organizations through information sharing and promoting health equity.

Minimum Qualifications:

A Bachelors Degree in any discipline that included sixquarter units in statistics or quantitative analysis methods and procedures and one year experience using computerized applications to independently gather compile and analyze data and prepare narrative or statistical reports;

OR

Four years of research experience using computerized applications to independently gather compile and analyze data and prepare narrative or statistical reports.

Desired Attributes:

Ability to develop and maintain web pages using PHP JavaScript and jQuery.

Ability to support website modernization and improvement efforts including security risk mitigation PHP upgrades and increased functionality.

Experience working with relational databases and creating SQL queries.

Ability to maintain legacy data entry applications in Microsoft Access using Visual Basic for Applications (VBA).

Experience developing instructional and support documentation for data management systems.

Ability to perform analysis to guide technical regulatory and budgetary decisions to direct resources to small and/or disadvantaged community water systems in need of support capacity development and access to funding.

Ability to review narrative and statistical information gathered to report and explain significant data trends to federal and state agencies local public health authorities and for special projects.

Must have technology skills such that all data can be kept secure whether working in the office or remotely.

Ability to plan research studies and perform data analysis to identify trends and/or patterns in water system data to assess compliance that may present risk or impact health equity.

Working Conditions:

The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite. On site work occurs in a standard office environment with no unusual physical demands or exposures.

Occasional mandatory onsite visits though limited (usually only 23 times per year) may require travel expenses for employees outside of the onsite office location. All travel related expenses shall be paid by the employee (without reimbursement) regardless of your state residency.

Work conditions include daily computer use for extended periods and meetings with the supervisor other unit members partners and the public over the phone or computer applications such as Zoom Skype and Microsoft Teams.
