GENERAL DESCRIPTION:


This position assists in the delivery of Wyoming State Forestry Divisions (WSFDs) Good Neighbor Authority program. As a Forester dedicated to the Good Neighbor Authority Program within the Wyoming State Forestry Division the positions central role revolves around executing the programs objectives efficiently and effectively. Working under the supervision of the District Forester or designated authority the position plays a role in delivering forest management activities that align with the associated National Forest Plan. This entails ensuring compliance with relevant state statutes rules and WSFD policies while conducting forest management projects on federal lands. Responsibilities also include providing support and assistance to federal government cooperators and acting as a liaison between WSFD and stakeholders to facilitate smooth collaboration and communication. Additionally this position represents WSFD and the State of Wyoming at various public meetings educational workshops/seminars and forest management planning meetings. In collaboration with the District this position assists in developing the annual district work plan and supports its implementation under the guidance of the District Forester. In executing field work related to forest management activities the position may operate autonomously while maintaining regular communication with the District Forester and relevant stakeholders. This position may be tasked with conducting assessments monitoring progress and addressing any issues that may arise during project implementation

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Plans forest product sales based on factors such as harvestable timber operability access and other natural resource concerns.

  • Prepares and writes detailed project plans.

  • Assists Federal personnel in identifying priority treatment areas to conduct environmental analysis and provide written recommendations.

  • Provides assistance in establishing longterm forest management goals and objectives related to forest management activities.

  • Prepares forest product sales stewardship projects and fuels reduction projects including property boundary determination harvest unit layout road design and layout marking cruising volume determination appraisal and advertising.

  • Prepares forest product sales fuels reduction projects and timber stand improvement projects; contracts and maps.

  • Ensures agency policies and procedures are followed throughout the presale process.

  • Implements forest management projects from project planning through preparation and contract administration.

  • Prepares silvicultural prescriptions and NEPArelated forestry/timber specialist reports

  • Administers forest product sales fuels reduction and stewardship contracts to ensure compliance with contractual obligations and project goals.

  • Monitors the progression of harvesting operations and ensures best management practices are being followed.

  • Maintains the record of volume removed payments and account status.

  • Conducts all updates and recordkeeping that is required by the federal entity and the state of Wyoming

  • Makes recommendations regarding contract modification or extensions for harvesting operations.

  • Provides closeout documentation and completes crosswalks with Federal partners at the closeout of each project

  • Works closely with supervisor and Forestry Partnership Coordinator to develop relationships with USFS Districts and BLM Field Offices.

  • Coordinates with local state and federal partners in advancing forest management in the District.

  • Represent the State of Wyoming at coordinating IDT NEPA and project planning meetings with federal partners

  • Keep vehicles trailers and ATVs/UTVs clean and maintained.

  • Restock needed office supplies and equipment via proper ordering/procurement procedures.

  • Maintain needed forestry equipment to ensure functionality for field use.

  • Stock needed field supplies for project development/layout.


Qualifications


KNOWLEDGE:



MINIMUM QUALIFICATIONS:


Education:

Bachelors Degree (typically in Forestry or a closely related field in natural resource management)

Experience:
02 years of progressive work experience (typically in Forestry)

Certificates Licenses Registrations:
Must possess and maintain a valid drivers license.

OR

Education & Experience Substitution:
35 years of progressive work experience (typically in Forestry)

Certificates Licenses Registrations:
Must possess and maintain a valid drivers license.
