Please Note:This position will work a hybrid schedule reporting to the office 2 days per position will be required to engage in onsite contract monitoring activities and may require travel to locations other than the office.


About this Unit:
MINDSOURCE Brain Injury Network (MINDSOURCE) provides services to Colorado citizens with brain injuries and technical assistance and support to both private and public agencies regarding brain injury. MINDSOURCE was established in 1998 with a Federal Traumatic Brain Injury planning grant through the US Department of Human Services. In 2000 Executive Order D 003 00 was signed which designated the Colorado Department of Human Services (CDHS) as the State Lead Agency on Brain Injury. Through the Executive Order MINDSOURCE is charged with coordinating activities of state agencies involved in serving individuals with brain injury gathering and analyzing data regarding needs and resources for brain injury and facilitating funding acquisition to meet needs of individuals with brain injury. In addition the Brain Injury Trust Fund was created by state statute in 2002. The Trust Fund is cash funded through assessments on certain traffic violations including speeding driving under the influence and driving while ability impaired. The Trust Fund began generating revenue January 1 2004 and the Program was implemented in phases throughout 2004 and 2005. Trust Fund revenues are used to provide direct client services to children/youth and adults with brain injury. The primary support provided is resource facilitation and skill development. Additionally the Trust Fund Program hosts two unique grant programs: community projects and research. The purpose of the community grant program is to provide education and awareness of brain injuries. The purpose of the research program is to support research related to the treatment and understanding of brain injury. In addition to managing and administering the Trust Fund MINDSOURCE manages the Colorado Advisory Board on Brain Injury which facilitates the development and implementation of a State Plan on Brain Injury. MINDSOURCE is responsible for providing training and technical assistance to other Divisions Departments etc. across state government and community partners and programs. The program also manages Federal State and foundation grants to develop new initiatives to support individuals with brain injury. Finally the Program works with entities to ensure policies are in place across state agencies/programs to increase access to supports and services.

About this Position:
Brain injuries are an invisible injury and that requires MINDSOURCE to be creative in leading the way to best serve people who have an injury to the brain. To do that effectively the MINDSOURCE Brain Injury Network collaborates with other state and community agencies to enhance a system of care. MINDSOURCE does this in several key ways including through the work of the Colorado Advisory Council on Brain Injuries the Colorado Brain Injury Trust Fund Board and the issuance of the client services contract and grants. Though the work we do can seem routine our team consistently improves our processes. The ideal candidate for this role is somebody who can balance the requirements of grant and contract management and use their creativity and problemsolving acumen to evolve the services of MINDSOURCE and best serve communities across the state.

The purpose of this position is to assist the MINDSOURCE Director in the fiscal and program administration and oversight of MINDSOURCE. As the specialist in grants contracts and procurement this positions primary responsibility is the management and oversight of all contracts and grants associated with MINDSOURCE. This position is responsible for managing both the Brain Injury Trust Fund Community and Research grants programs from announcement to award and contracting. The position conducts contract fiscal monitoring and oversees contract and related procurement activities through contract close. This position prepares all contract documents and budget reports facilitates purchased services through outside vendors monitors all contracts for compliance and assists program clients and families. This position possesses a high level of knowledge and expertise needed to develop contracting processes evaluate vendor issues resolve problems and determine changes necessary to improve performance outcomes necessary to accomplish the Programs mission.Collaborates with the Division of Community Programs Fiscal Team to ensure that contracts are executed accurately and in a timely manner and all fiscal expenditures and tracking are accurate.

Summary of Job Duties:

Budget / Fiscal Management:This position is responsible for managing the MINDSOURCE Budget.
  • Has direct responsibility to ensure that all program activities related to MINDSOURCE including services education and research are provided in a cost effective and timely manner.
  • Maintains expenditure reports and recordkeeping maintains fiscal and programmatic accountability and provides yearend spending projections to the Program Director. Using these projections this position develops the program budget and works with the Program Director and Trust Fund Board to set an annual budget and determine appropriate funding split across three programmatic areas for the Trust Fund: services research and education.
  • The Program administers 3540 contracts annually. This position will be responsible for tracking expenditures against budget and advises Program Director of any financial concerns that require immediate attention. In addition to the Trust Fund Budget this position manages foundation state and federal grants such as the Federal Administration for Community Living (ACL) including working with accounting on grant budget requests and reporting requirements.
  • Independently determines which funding source is appropriate for specific expenses e.g. grant funds or cash funds. Position is the liaison with the Department of Human Services Accounting Unit. Confers informs and disseminates information with reference to Colorado Operations Resource Engine (CORE) regulations in conjunction with the establishment of contracts to conform to Internal Revenue Service regulations and 1099 income tax reports.
  • Works with the Departments Program Accounting unit to ensure that the customer service system and CORE satisfy IRS regulations and 1099 reporting requirements.
  • Coordinates contract and expenditure tracking with the Division of Community Programs Fiscal Team.
Contract Management:
  • Responsible for all contract development and management aspects of MINDSOURCE.
  • Represents MINDSOURCE in contract fiscal negotiations with other agencies and organizations such as the client services contractor research and education grantee entities and federal. state and local agencies.
  • Supports the program in achieving grant goals to assure that program funds are expended in keeping with state fiscal policy and federal law.
  • Responsible for developing all fiscal and contractual aspects of foundation state and federal grants such as the Federal ACL Grant including the development of contracts managed within a comprehensive grant budget.
  • In addition the ACL Grant requires extensive grant reporting done via the Federal Grants Solutions Online Reporting system and other state and federal grants require reporting.
  • Communicates ethical best practices and big picture decisions and parameters to Program Director and Board of Directors to ensure equity function and success.
  • Engages in Contract Monitoring to ensure that contractors are fulfilling contracted obligations.
Grant Management:
  • Leads unit efforts for the Trust Fund community grant program. Develops grant guidelines proficiency levels protocols and policy. Ensures these are in compliance with state procurement rules. Conveys these guidelines protocols and policy to the Program Director Board of Directors and general public. Ensures all contracts are in adherence to stated policies.
  • Responsible for contract development and monitoring of all grant awards and program contracts.
  • Establishes the procedures for evaluating the completeness accuracy and compliance with Contract Rules and Procedures for submitted contracts. Implements a procedure for measuring those competency levels.
  • Monitors expenditures to ensure funds are spent according to contract and budget parameters. Determines approval of contract amendments requests.
Vendor Compliance:
  • Develops program structure and standards and then communicates expectations to Program Director and vendors.
  • Identifies fiscal or programmatic nonconformance. Ensures vendors are meeting all program requirements and state and federal requirements. When conflicting unclear or novel situations arise this position will determine a course of action based on experience and thorough analysis of all available information.
  • Adjusts request for reimbursements as required for compliance with contracts and governing rules and regulations.
  • Works with the Program Director and CDHS contracts division to issue and implement corrective actions with position monitoring for compliance.
  • Develops course of action to evaluate the contract/vendor system to improve program performance.
  • Provides interpretations of federal and state laws and regulations for the Program and vendors. Serves as the Program expert on contract processes and reports these to the Program Director.
  • Develops and engages in contract monitoring tailored to the type of contract.

  • This position provides support to overall general operations of the program and mentorship to the Program Assistant.
  • Other duties as assigned

Option 1 Experience:
  • Six 6 years of relevant experience in an occupation related to the work assigned to this position. Experience must include administrative based duties such as but not limited to: contract management and writing procurement grant management etc.

Option 2 Experience & Education:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six 6 years. Experience must include administrative based duties such as but not limited to: contract management and writing procurement grant management etc.
