The position reviews grants and prepares monthly quarterly and annual budget reports for the Deputy Secretary and administrative executives. Main Purpose of Job
The Chief Budget Officer (CBO) plays a critical role in MDEs executive leadership and assists the Director of the Business Administration in providing direction and guidance for MDEs financial functions. This position requires someone who excels at budget formulation reporting forecasting and related budgetary and fiscal analyses like performancebased budgeting.
The CBO leads the agencys formulation and of the operating and capital budgets. In coordination with executive leadership the CBO reviews and analyzes budget requests; participates in financial/budget committees; creates longterm financial models using best practices to promote the effective use of the agencys resources that align with MDEs priorities. This role will manage a team of budget/finance professionals and have significant interaction with other state agencies.
The CBO in coordination with the Director of the Business Administration coordinates agenda items with the Board of Public Works and reviews legislative fiscal notes and reports. The CBO reviews legislatively mandated reports prior to submission to the Department of Legislative Services. The CBO may be called upon to testify in the Maryland General Assembly and the Board of Public Works.
The ideal candidate should know or be willing and able to quickly learn State Agency budget development including the broader legislative process. This position serves in a highlevel position at MDE and requires a leader an individual who enjoys working with and guiding supporting and providing excellent customer service to internal program staff. Much of this positions work requires being skilled at working independently on projects. The ideal candidate will have strong time management skills to ensure deadlines are met. The CBO is also responsible for ensuring sound business and financial practices are followed in compliance with federal and State regulations departmentbased policies and procedures business policies and procedures and other applicable financial and business standards.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelors degree in public policy public administration accounting business administration economics finance statistics planning or political science.
Experience: Six years of experience in budget formation accounting personnel management analysis or administrative work. One year of this experience must include work in budget planning formulation review or management and one year of experience supervising a professional staff.
Notes:
Possession of a masters degree in public policy public administration accounting business administration economics finance statistics planning or political science can be substituted for two years of the required experience.
Candidates may substitute additional experience in budget formation reporting accounting personnel management analysis or administrative work may be substituted on a year for year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following: (please indicate on your application if you possess any of the following:
- Experience preparing State or local government operating or capital budgets.
- Experience in financial planning budgeting and policy analysis; knowledge of performance budgeting concepts.
- Budget Reporting including balance sheets performance budget scorecards and forecasting.
- Excellent written and verbal communication skills.
- Experience preparing monthly quarterly and annual financial reports and making presentations on budget recommendations to leadership and senior departmental executives and other executive branch officials.
- Strong analytical abilities.
- Experience with word processing spreadsheets and database software.
- Ability to work independently in teams and under pressure.
- Availability to work extended hours as required to meet budget deadlines.
