The Import Manager is primarily responsible import compliance programs at one or more sites and holds policy authority for trade compliance at those sites. Responsibilities include managing program/project manufacturing operations relocation projects supporting business development opportunities in Mexico developing and managing trade compliance activities for all cross border FTZ/Maquiladora operations overseeing overall trade compliance activities as required by the Customs Regulations International Traffic in Arms Regulations (ITAR) Export Administration Regulations (EAR) Commerce and Foreign Trade Regulations and Bureau of Alcohol Tobacco and Firearms and Explosives Regulations. The Import Manager will act as a subject matter expert for business activities in Mexico for all operations participating in the maquiladora manufacturing project. This position requires strong general customs compliance experience along with several years of experience with U.S./Mexico FTZ/Maquiladora border activity. A customs brokerage license is strongly desired.

Reporting Relationships:

The Import Manager will report directly to the General Manager with a dotted line to the Division Compliance Officer.

Primary Responsibilities

  • Advise site general managers and senior staff including division finance personnel about trade compliance aspects and risks of proposed business decisions; collaborate effectively with peers at related company sites.
  • Analyze and interpret export and import regulations and maintain current knowledge of changes.
  • Review with site department managers their trade compliance internal controls (procedures work instructions forms checklists and tools) to ensure they are current and compliant.
  • Work proactively with departments to prevent trade disruptions.
  • Monitor compliance activities and the effectiveness of internal controls.
  • Manage Maquila program reconciliation based on inventory and equipment.
  • Manage customs duty and tax programs (SAT RECON) and all related record keeping.
  • Perform internal audit for import compliance.
  • Produce and analyze reports from ERP/MRP and other information systems.
  • Oversee calculations for preferential treatment under Free Trade Agreements (e.g. NAFTA).
  • Oversee relationships with freight forwarders and customs brokers; audit for effectiveness.
  • Maintain the highest ethical standards even when challenged from above.
  • Understand and live by companys ethics and business conduct policies.

Qualifications

  • Prior FTZ/Maquiladora operations experience required.
  • NAFTA experience required.
  • Demonstrated history of managing broker forwarder and carrier relationships.
  • Strong program management experience.
  • Demonstrated history of competency with the International Traffic in Arms Regulations (ITAR) Export Administration Regulations (EAR) including antiboycott regulations sanctions administered by the Office of Foreign Assets Control (OFAC) Customs Regulations (CR) and the Foreign Trade Regulations (FTR).
  • Strong computer skills including ability to research transactions and prepare reports in Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems perform spreadsheet calculations and quickly learn new software tools.
  • Strong verbal and written communication skills.
  • Excellent project leadership skills.
  • Ability to work at both detail and strategic levels; work calmly under pressure and with frequent interruptions and display sound judgment.
  • Ability to prepare or revise procedures work instructions forms and business flowcharts.
  • Ability to prepare and review complex business documents.
  • Thoroughly familiar with international shipping documents such as commercial invoice packing list air waybill and export license; including consignee information INCOTERMS harmonized tariff code and nomenclature country of origin customs value export classification and license data.

Education/Previous Experience Requirements

Required:

  • Bachelors degree in business law engineering or a related area.
  • At least seven years of business experience.
  • At least five years of experience with export and/or import regulatory compliance.
  • Experience using Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems.
  • Experience with international business transactions and shipping documents.
  • Experience with trade compliance information systems.

Preferred:

  • Bilingual or multilingual including English/Spanish languages
  • Customs brokerage license

For informational purposes only the range of pay for this role is $120000 to $175000 US Dollar (USD) Salaried based on a variety of factors. For informational purposes only this role is eligible to participate in the Companys Quarterly Cash Bonus Plan paid out at the quarterly bonus factor of 3X the Companys bonus multiple based on the Companys performance in the applicable quarter. Employees will receive 120 hours paid time off every year. Employees will also receive 10 paid holidays. Employees (and their families) are eligible to participate in the companys medical dental vision and basic life insurance. Employees are eligible to enroll in the Companys 401(k) plan.
This position requires use of information or access to production processes subject to national security controls under U.S. export control laws and regulations (including but not limited to the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR). To be qualified to work in this facility a successful applicant must be a U.S. Person as defined in those regulations and able to supply evidence of that qualification prior to starting work or be authorized to receive controlled information under a specific license or permission from the relevant government agency. The U.S. export control regulations define a U.S. person as a U.S. Citizen U.S. National U.S. Permanent Resident (i.e. Green Card Holder) and certain categories of Asylees and Refugees.
