What you will be doing:
The Regulatory Commission of Alaska (RCA) is recruiting for a Utility Financial Analyst 1/2 position in Anchorage. This is a flexibly staffed position. The Utility Financial Analyst 1 is an entry level position and you would review analyze and provide recommendations regarding power cost equalization filings and routine tariff filings in addition to verbally defending your recommendations to a panel of Commissioners. The Utility Financial Analyst 2 is the journey level position and you would independently review and analyze rate case filings of narrow to moderate complexity power cost equalization filings and other routine and nonroutine tariff filings in addition to verbally defending your recommendations to a panel of Commissioners. You may also work independently and/or collaborate with finance tariff and engineering staff in conjunction with formal docket proceedings.
Our organization mission and culture:The RCA regulates public utilities (electric water sewer refuse and natural gas) pipeline carriers and to a limited extent telecommunications providers to ensure they provide safe and adequate services and facilities at just and reasonable rates terms and conditions. The Finance Section reviews filings where regulated utilities and pipeline carriers seek to revise their rates assist in financial fitness review and act as the staff docket manager on docket filings such as rate cases suspended for further investigation regulatory assets and dockets that are financial in nature. In addition the Finance Section processes filings determining Power Cost Equalization amounts for nonregulated electric utilities.

The working conditions you can expect:
The RCA is located in the heart of downtown Anchorage. The daily work environment is busy with many tasks to accomplish. Each workday brings with it a new challenge. Downtime is rare but when it occurs it is used as an opportunity to create more efficiencies in our work flow. Being organized and planning ahead is essential to meeting deadlines.
For the Utility Financial Analyst 1 and 2:
Accounting: Knowledge of traditional accounting practices including accrual obligations and costs methods.
Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
Computer Skills: Uses computers software applications databases and automated systems to accomplish work.
Writing: Recognizes or uses correct English grammar punctuation and spelling; communicates information (for example facts ideas or messages) in a brief clear and organized manner; produces written information which may include technical material that is appropriate for the intended audience.
Specific to the Utility Financial Analyst 2:
Principles of Accounting: Knowledge of generally accepted accounting principles standards and practices (for example: double entry accounting accrual accounting including the full accounting cycle and the preparation of work sheets financial statements ledgers and journals.
Decision Making: Makes sound wellinformed and objective decisions; perceives the impact and implications of decisions; commits to action even in uncertain situations to accomplish organizational goals; causes change.

This position is flexibly staffed. The level of the job offer will be based on the selected candidates credibly possessed and proven competencies. If hired at the lower level you will be promoted to the higher level after successfully completing the training plan and demonstrating competency in the work.EDUCATION
