Summary of the Role:
Lead the HSES activities in Greenfield/Brownfield Project from Design to Commissioning following all local statutory requirements and ensuring compliance to Lubrizol Local and Global requirements.
Responsibilities / Accountabilities:
- Lead development of HSE Management plan for project ensure adherence of the same during project design to commissioning phase
- Participate in Design reviews and lead Safe design of plant ensuring all local requirements of GPCB Building codes other statutory requirements as per codes.
- Lead HSE on project site establish HSE culture following Lubrizol Corporate and Local site requirements. Prepare site induction onboarding and training plan for employees site contractors visitors and ensure adherence to training plan and requirements.
- Establish OSHA standards and corporate requirement for Occupation Health Hazards and Monitoring of the same affecting Employees and Contractual workers during project design plant construction and commissioning.
- Monitor project HSE performance through monitoring of leading and lagging indicators. Collection of data analysis and presentation of right HSE performance during project
- Conduct regular site HSE audits inspections & incident investigations and ensure close out of findings. Inspection of all project construction site machineries to ensure they meet requirements of FA 1948 and OHSAS.
- Study and understand the chemical exposure from MSDS and ensure proper communication / training to each affected employee and contract work force
- Maintain all documentation related to health as per legal requirements
- Identify and provide health and first aid related training to employee and contract workforce. Practice effectiveness of the same during mock drills
- Must have Competency in Permit to work system safe practices to be implemented at site.
- Collaborate with Global teams to understand Corporate Standards & implement of the same.
- Ensure proper investigations JSA process safety management implementation in Project design and construction practices.
- Lead and participate in various safety related studies like HAZOP SIL QRA HAZID Noise study ergonomic study manmachine study EHAZOP DHA in project ensure right design in place and compliance of all studies requirements are met.
- Lead all Legal and Statutory permitting requirement with respect to GIDC DISH PESO Electrical IBR etc. ensuring 100 compliance throughout project life cycle.
- Conduct Pre start safety review of Various installation Chemical plants ensuring close out taking plants from project to operation mode through implementation of safe practices during water trials chemical trials and commissioning of plant.
- Carry out Operation and Maintenance SOP reviews implementation of Lubrizol Cardinal rule and operational HSE requirement as projects and plants move into Commissioning and Startup
- Prepare Emergency plan for project sites carry out mock drills to ensure site preparedness with respect to emergency. Participate in preparation and updation of Site Emergency plans.
Requirements (education experience competencies and specific job requirements):
Education / Certification:
- B.E. Chemical/Environment PDIS Certification in Construction Safety NIBOSH
Experience and Skills:
- Minimum 1213 years of experience in HSE field having exposure in chemical/Speciality chemical manufacturing industries. Must have worked as Lead HSE on project site in last 3 years.
- Strong communication interpersonal and networking skills.
- Strong command over MS office Excel power point
- Knowledge related to rules and regulations related to HSE
- Experience in environment infrastructure management and building safety culture.
- Strong knowledge in Global and legal compliances related to DISH GPCB GIDC .RCMS PSM. Also shall have knowledge of ETP STP Waste handling Safety documentation Training Emergency Management Firefighting and prevention Process safety management.
- Knowledge of Health Safety Environment Fire Hygiene Training
- Have good communication experience with government agencies like GPCB GIDCDISH
