The Division of Family and Community Services is seeking to hire an energetic and detailoriented Food Assistance Program Manager. The manager will be responsible for controlling and evaluating the operations of the Food Assistance Program and coordinating services provided statewide by public and private sector agencies through purchase of service contracts and negotiated interagency agreements. In addition the Food Assistance Program Manager will serve as a clearinghouse for information on food resources available in Illinois through federal state and private agencies in the areas of transportation and distribution of federal commodities and the locations of food pantries and kitchens. The Division of Family and Community Services helps Illinois residents by connecting them with many programs and services. Through our programs services and prevention efforts the Division improves the health and wellbeing of individuals and promotes selfsufficiency and integrity of families of Illinois.
Serves as Food Assistance Program Manager.
Negotiates purchase of service contracts and supervises program performance monitoring activities for Food Assistance Program.
Serves as fullline supervisor.
Reviews and accepts Federal and State grant offers for the Emergency Food Program.
Serves as a clearinghouse for information on food resources available in Illinois through federal state and private agencies in the areas of transportation and distribution of federal commodities and the locations of food pantries and kitchens.
Identifies special and service gaps.
Presents progress reports of program activities to supervisor and Associate Director and recommends options for appropriate action.
Consults with Department management on integration and coordination of diversified program activities and resolution of administrative problems.
Organizes regional and statewide workshops and conferences to promote food resource awareness and methodology in the areas of food delivery and food outreach.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Requires knowledge skill and mental development equivalent to completion of four 4 years of college with course work in business or public administration.
Requires three 3 years progressively responsible administrative experience in a public or private organization.
Two 2 years of professional supervisory experience assigning work providing guidance to subordinates training staff approving time off and preparing and signing performance evaluations.
One 1 year of experience interpreting and implementing policies procedures and goals of public assistance services.
One 1 year of experience with contract standards and requirements.
One 1 year of professional experience working with grants for a public or private organization.
One 1 year of professional experience communicating with both internal and external stakeholders including nonprofit organizations.
One 1 year of professional experience working with federal and state statutes rules and regulations governing designated programs.
One 1 year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multitasking multiple projects.
This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
