The REACH Nutrition Program Specialist will lead the nutrition strategies and activities for the Racial and Ethnic Approaches to Community Health (REACH) grant. The primary focus of this position is to provide organizational leadership in nutrition and food insecurity policies; and to identify evidenceinformed strategies that support the implementation of culturally informed programs monitor and provide ongoing technical assistance and evaluation by working directly with a variety of community groups and internal staff and programs. The REACH program works to implement populationwide strategies to promote nutrition physical activity and communityclinical linkages in the Black/African American and African Immigrant/Refugee communities. As the REACH Nutrition Program Specialist this position will collaborate with internal and external partners to implement the nutrition strategy. This position also works to support Public Health Divisionwide strategies and REACH contracted partners to develop and implement policy environment and systemsbased change strategies to slow and reduce determinants of health disparities including but not limited to obesity and chronic diseases such as heart disease stroke cancer and diabetes. This position develops policy and programming recommendations for the REACH portfolio and collaborates to support increased access to nutrition and improve food access and security. This position will work in the Gateway Childrens Center and will work a hybrid schedule which may require onsite work in community settings.
As the REACH Nutrition Program Specialist you will:
Lead REACH grant nutrition strategies and activities including identifying communitydriven policy changes
Provide recommendations to improve program development and address health inequities through policy and practice shifts
Plan assessments analyze data and conduct research to inform the Health Departments legislative agenda and policy changes
Engage with communities particularly Black/African American and African Immigrant/Refugee populations to build awareness capacity and propose policy solutions
Engage with partners through coalitions and outreach plans to address community needs and opportunities
Provide education and training to stakeholders acting as a subject matter expert on nutrition and chronic disease
Prioritize community voice and health equity in all stages of planning development implementation and evaluation
Focus on understanding and addressing the root causes of chronic diseases social determinants of health and working with specific communities like Black/African American and African Immigrant/Refugee populations
Provide technical assistance and consultation to partners contributing to the development of a policy agenda addressing social determinants of chronic disease
Analyze data gather stories and synthesize research to inform proposed and existing policies including drafting memos and issue papers
Support project evaluation through assessments focus groups interviews and data collection for CDC reports and deliverables
Work directly with individuals and families from Black/African American and African Immigrant/Refugee communities advising on culturallyrelevant materials and processes
Ensure compliance with grant and contract requirements
Provide technical assistance and consultancy support to REACH partners and ACHIEVE Coalition members
Review and recommend approval for contractor invoices and develop resources for meeting grant deliverables
Monitor grant expenditures and work directly with individuals and families from Black/African American and African Immigrant/Refugee communities

Minimum Qualifications/Transferable Skills*:
Equivalent to a Bachelors degree from an accredited college or university with major course work in social work sociology public health English journalism business administration or public administration or a related field
Two 2 years of responsible program planning development research assistance or evaluation experience
This position requires advanced knowledge skill and ability and has experience working with the Black/African American community to include nutrition strategy. Demonstrates an understanding of the traditions values and customs of this community. Understands cultural/racial/ethnic factors including systemic advantage or disadvantage generational trauma and any factors related to nondominant culture affecting community health.
Must possess a valid State issued drivers license

Serving the Public Even During Disasters:
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
