NOTE

Assignment Type: This position is currently listed as Hybrid and consultants will be required to work onsite at the work location 3 days a week and 2 days from home or as per schedule agreed to with the Hiring Manager.

Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond maximum contract value. The Statement of Work (SOW) shall expire on April 2 2026. HSC may exercise its option(s) to extend a SOW beyond April 2 2026. Such extension(s) will be allowable only if the Master Service Agreement is extended beyond April 5 2026 and be upon the same terms conditions and covenants contained in the SOW.

Responsibilities:

Software Developer (Cognos PEAR)

• Provide subject matter expertise to develop test support and maintain 40 Standard Panorama Enhanced Analytic Reports and transform and present data to support analytics
• Provide and support PEAR business model to enable selfservice reports which is a critical functionality for PHUs OCMOHPH PHO and OGP
• Develop and support PEAR to be AODA compliant
• Develop and support Cognos upgrades
• Develop and enhance PEAR by adding more new data scopes new reports or other new features
• Provide Business intelligence and data analytics data warehouse design dimensional data modeling relational data modeling development and support
• Provide impact analysis effort estimate and solution design/development for PEAR due to DHIR solution upgrades software upgrades or any new requirements (e.g. Panorama 4.4.x upgrades PHU merge and more)
• Support Cognos administration and package creation
• Conduct research and assessment of options for technical design issues
• Contributing to design/development project plans including work breakdown and resources estimates
• Provide Cognos report design development and testing Framework manager Query Studio Reports Studio creation of dashboards etc.
• Conduct technical analysis troubleshooting and issue resolutions for production operational support of PEAR reports PEAR business models and other components and utilities
• Provide end users support for their userdefined reports if required
• Resolving and implementing critical fixes and changes in PEAR as per defects found by business and as per Panorama critical changes
• Conduct routine and incident management
• Perform performance tuning as well as audit and ad hoc reporting per business requests
• Maintain Development environments and continue continuous Integration (CI) practice
• Translate technical systems specifications into working tested applications
• Conduct technical analysis preparation of detailed programming specifications program design writing and/or generating code and conduct unit tests
• Provide software expertise in various computing platforms operating systems database technology communication protocols middleware and gateways.

SkillsExperience and Skill Set Requirements

Public Sector Experience

Experience working with federal/provincial/broader publicsector healthcare providers

• Knowledge of the provincial immunization system and Public Sector large complex IT Health related projects or equivalent
• Experience with integration of Clinical IT Systems such as Client and Provider Registries
• Knowledge of Public Sector Enterprise Architecture artifacts (or similar) processes and practices and ability to produce technical documentation that comply with industry standard practices
• Knowledge of industry standard such as Project Management Institute (PMI)

Experience adopting and adhering to Public Sector Unified I&IT Project Methodology Public Sector Enterprise Architecture and Public Sector Gating process and Public Sector Standard Systems Development Methodologies.
