The Maryland Insurance Administration (MIA) is an independentState agency that regulates Marylands insurance industry and protects consumersby monitoring and enforcing insurers and insurance professionals compliancewith State law. Staff members are subject matter experts who serve as aresource for lawmakers consumers and other public and private entities.

The MIA is charged with a broad range of responsibilitiesincluding the licensure of insurance carriers and insurance producers(brokers/agents) operating in Maryland the conduct of financial examinationsof companies to monitor financial solvency and the review and approval ofrates and contract forms. The MIA investigates reports of consumer fraudand consumer complaints about life health automobile homeowners and/orproperty insurance. Insurance carriers are subject to market conductexaminations and other actions to monitor compliance with Maryland MIA also has a unit dedicated to consumer education and outreach whichparticipates in hundreds of events and reaches thousands of individualconsumers annually.

POSITION DUTIES

TheMaryland Insurance Administrations is recruiting to fill two 2 contractualFraudand Enforcement Investigator positions in the Insurance Fraud and ProducerEnforcement Division. The Investigators conduct detailed criminal civil andadministrative investigations into allegations of insurance fraud and otherviolations of the Insurance Article by licensed and unlicensed individuals andentities. Job responsibilities includeinterviewing witnesses respondents and suspects collecting and analyzingdocuments and other evidence preparing detailed reports case filessubpoenas orders to produce applications for statement of charges or civilfraud orders. Fraud and Enforcement Investigators testify in Court andAdministrative proceedings and work closely with prosecutors AssistantAttorneys General and law enforcement agencies. Additional responsibilitiesmay include monitoring the Public Adjuster Compliance phone line andemailaddress and responding to compliancerelated public contracts received from public adjusters andconsulting with the Chief Enforcement Officer as well as the Senior EnforcementOfficer (P&C)concerning deficient contracts. Work withsupervision the Attorney Generals Office and the public information officerto developplans for outreach and educational materials to assist licensedpublic adjusters in compliance as well aseducational materials for thepublic and industry stakeholders. Fraud and Enforcement Investigators arerequired to travel Statewide to perform job responsibilities.

MINIMUM QUALIFICATIONS

Education: Bachelors degree from anaccredited fouryear college or university.

Experience: Five years of experienceconducting investigations of fraud financial crimes or other civil or criminalmisconduct matters;orfive years of experience reviewing andanalyzing financial documents for investigative purposes.

Note: Additional experienceconducting investigations of fraud financialcrimes or other civil or criminal misconduct matters or reviewing andanalyzing financial documents for investigative purposesmay substitute on a yearforyear basis for upto four years of the required education.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this position will be assignedduties which require the operation of a motor vehicle. Employees assigned suchduties will be required to possess a motor vehicle operators license valid inthe State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
