An Open Competitive Recruitment Examination for

POLICE OFFICER

Examples of Duties

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Under the direction of the Sergeant of Police the Patrolman is a sworn police officer who is responsible for:
    1. Patrols and observed assigned areas.
    2. Promptly quickly and safely responds to calls for service.
    3. Familiarizes self with citizens commercial establishments and residential areas of the city to prevent and detect criminal behavior and maintain order.
    4. Makes periodic checks of businesses and residences within the assigned zone to determine if any unusual or hazardous conditions exist.
    5. Observes and investigates suspicious persons or places.
    6. Arrest violators of laws and ordinances.
    7. Investigates crimes provides traffic and crowd control investigates traffic accidents.
    8. Administers firstaid to injured persons.
    9. Uses nonassigned time for selfinitiated criminal and traffic enforcement.
    10. Promptly prepares and submits reports that are intelligent legible and complete.
    11. Exercises independent initiative and judgment
    12. Utilizes excellent communication skills.
  2. Responsible for the arrest apprehension of law violators
    1. Arrests violators of laws and ordinances.
    2. Serves warrants on suspects and issues summons and citations.
    3. Enforces laws arrests pursues apprehends and prosecutes persons who violate federal state andlocal laws statutes and ordinances.
    4. Makes arrests and uses reasonable and justifiable amount of force necessary to control a given situation.
    5. Searches for weapons and/or evidence before transporting arrested person to the station.
    6. Treats all persons within his/her scope of authority in a civil manner and takes such action to assure the protection of their civil rights.
  3. Responsible for investigation of crimes traffic accidents andsuspicious activity
    1. Investigates crimes incidents traffic accidents alarms suspicious circumstances and citizen complaints or concerns.
    2. Conducts preliminary investigations interviews victims witnesses and suspects
    3. Conducts custodial interrogations of arrested persons safeguarding their constitutional rights.
    4. Prepares criminal reports testifies and presents evidence in court.
  4. Responsible traffic control and enforcement of traffic laws
    1. Enforces the laws relating to the operation and use of vehicles on the roadways.
    2. Enforces traffic laws by stopping motorists and issuing citations or warning as appropriate; maintains acceptable levels of enforcement and relates traffic activities to the location time and causes of accidents.
    3. Enforces the laws relating to registration and licensing of motor vehicles.
    4. Arrests intoxicated and druginfluenced drivers.
    5. Assists stranded motorists and others in need of assistance; give directions to lost motorists or pedestrians.
    6. Gains effective and prompt control of an accident scene and properly utilizes necessary supporting resources.
  5. Community relations
    1. Seeks to determine the needs of the community and to act upon those needs.
    2. Provides information to citizens on new policies for improved delivery of services
    3. Notifies businesses of potential security hazards.
    4. Notifies appropriate agency or utility regarding public hazards.
    5. Notifies and warns citizens of violations of laws or ordinances.
Performs community relations tasks such as talks in school and neighborhood associations as assigned.

Candidates must achieve a grade of 70 or better.

PHYSICAL AGILITY: All applicants must complete a physical fitness assessment through TriCunlessthey meet one of the two waiver qualifications.

Waiver Qualifications:

Police Academy The physical agility requirement will be waived for candidates currently enrolled in an OPOTA Police Academy as the physical assessment for the Academy is equivalent to that offered by TriC. Proof of current registration in a Police Academy must be uploaded with the application. This should include a letter from the Academy Commander which includes the candidates name and State class number. If you are currently in the Cleveland Heights Police Academy no documentation is required.

OPOTA Certified The physical agility requirement will be waived for candidates who have successfully received an OPOTA certificate withintwo years (April 07 2025of the written examination. The OPOTA certificate must be uploaded with the application.

If a candidate does not meet either of the waivers they must complete the TriC physical agility test.TriC has posted police agility exams on April 17 2025. The cost is $70.00 payable to TriC.If you take the physical exam on this of day you must provide a copy of completion to the Cleveland Heights Human Resources Office by 5 p.m. on April 30 2025. It can be emailed to
andor faxed to.

Any applicant who has already passed the TriC physical agility testwithin six 6 months of the final day of application (November 09 2024will not be required to retake the exam. Applicants with a valid certificate must upload it with their application.

Typical Qualifications

QUALIFICATIONS: Applicants must be at least 21 years of age and not older than 36 years of age at the time of appointment. This is subject to exceptions for Basic Patrol Officers in continued service since August 1 1997 as per Civil Service Rule III Sections 2(e).

Applicant must be a Citizen of the United States.


THE POSITION: The Cleveland Heights Police Department wants able ambitious personnel who desire a worthwhile career in the professional law enforcement field. Based on the opportunity to serve the public a law enforcement career consists of duties involving preservation of general health safety and welfare of citizens and property. After receiving thorough training a Police Officer performs a variety of specific law enforcement assignments.

Promotions to higher ranks (Sergeant Lieutenant Captain and Chief) are made by competitive examinations from within the Police Department.



RESIDENCY REQUIREMENTS: The eligible applicant for admission to examination for a position in the classified service must reside in one of the following Ohio counties: Cuyahoga Lorain Medina Portage Summit Geauga or Lake. Proof of residency in one of these counties includes a copy of a utility bill Water sewer gas or electric only. If no listed utility bill is in the applicants name anauto insurance declaration page showing the applicant as a listed driver must be provided. Theaddress and applicants name must be on the document. No other documents will be accepted. This is required to be uploaded with the application.



EDUCATION: Applicants for original appointment to the Classified Service shall be required to have a high school diploma or its equivalent.

Applicants seeking bonus credit for education achievement must provide proof of degree and or transcripts showing Baccalaureate 3pts) or Graduate 5pts) or Juris Doctor 7pts) degreeconferred at the time of application. In no event shall educational credits exceed by any combination a maximum of nine points.

Supplemental Information

OTHER:Must possess a valid State of Ohio drivers or chauffeurs license. A copy of Drivers license must reflect current address and match the address provided on the application and proof of residency. This is required to be uploaded with the application.

Applicants seeking credit for military service must have served at least one year of continuous active duty in the Armed Forces of the United States and have been honorably discharged or transferred to Reserves. A copy of Form DD214 or similar proof acceptable to the Civil Service Commission must be submitted at the same time the application is filed in order to obtain the veterans credit of five 5 points for military service. Credit for this bonus will only be given if documentation is uploaded at the time of application. If hired a copy of form DD214 will be required regardless of bonus points.

Applicants shall be credited with additional points equal to 20 of the attained passing grade if the candidate at the time of the examination is then serving as a Cleveland Heights Basic Patrol Officer and has so served for at least six 6 months.

No applicant will be given additional points for both military service and police officer service.

Successful candidates will have their names placed on an eligibility list from which appointments are made. Additional phases in the hiring process include a Chiefs interview. Following a conditional offer of employment the candidate must pass a comprehensive medical evaluation by a physician chosen by the city. An applicant will also be required to undergo a psychological assessment and an examination for drug usage. Any applicant whose results from the drug screening examination are determined to be positive shall be rejected unless such results can be satisfactorily related to the advice of a recognized medical practitioner. Prior to a conditional offer a candidate must certify that they have never committed a felony or a misdemeanor involving moral turpitude. This will be verified through a background investigation.
