DEFINITION
The Human Resources Business Partner plans manages and performs the full range of professional duties required to support divisionwide and departmental personnel and organizational change projects for assigned management groups; carries out duties or practices with a commitment to fair and impartial practices that promote an inclusive working environment in support of equity initiatives; serves as a business advocate to deliver integrated solutions in alignment with resources that link workforce strategies with needs and goals; mitigates risk; provides guidance on Norfolk Public Schools policies and procedures; recommends process development to support operational excellence; coaches and mentors staff; serves as a strategyfocused leader to blend HR expertise with business operations.
SUPERVISION
This position operates under the general supervision of the Chief Human Resources Officer. While guidance is provided the Human Resources Business Partner is expected to independently manage projects and assignments develop processes and see tasks through to completion.
ESSENTIAL FUNCTIONS OF THE CLASS (Performs a variety of duties itemized below.
Partners with leadership to provide guidance on peoplerelated issues developing and executing strategies that align HR practices with the companys objectives ensuring that HR supports business growth and organizational development.
Focuses on developing and maintaining a strong divisionwide culture ensuring that the work environment fosters collaboration diversity and inclusion.
Monitors employee morale and engagement recommending programs to increase employee retention and job satisfaction.
Implements HR short and long term initiatives that link workforce strategies with human capital and change management.
Identifies and assesses HRrelated needs; communicates current and forecasted needs to senior management.
Recommends communicates and embeds integrated solutions that deliver valueadded service to Norfolk Public Schools business objectives.
Collaborates with colleagues throughout the Division to develop policies programs and solutions; serves as coach and mentor to staff.
Researches and identifies best practices to proactively address and mitigate risk situations; recommends and implements resolution strategies.
Provides data compilation analysis and reporting for evaluation and future planning; analyzes trends and metrics to identify workforce gaps.
Assists in identifying professional development for program managers and staff in human relations skills such as collaboration supervision conflict resolution and effective group interaction.
Promotes a culture of high performance strong engagement and continual growth; builds workplace relationships to boost productivity and retention.
Participates in the fullcycle recruiting process of key talent for assigned management groups.
Assists in the identification and development of succession and career planning for key job positions.
Identifies drafts and manages grants to support the Human Resources function within the Division
Performs related duties as required or assigned.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Knowledge of the principles practices methods functions and current trends of multiple disciplines pertaining to human resources.
Knowledge of local state and federal law and school division policies and regulations related to human resource functions.
Knowledge of organizational structure and project management.
Proficiency in the use of technology and data compilation analysis and reporting.
Strong organizational and strategic planning skills.
Ability to manage conflict deal with controversy and handle sensitive confidential information.
Ability to problemsolve multifaceted issues by analyzing information and evaluating results.
Ability to effectively lead teams in multiple projects.
Ability to work as part of a team to ensure a program meets its goals.
Ability to interpret and assist with the development and or modification of policies and regulations.
Ability to establish and maintain successful collaborative working relationships with culturally diverse personnel to address complicated or longterm needs.
Ability to facilitate meetings and/or present information to groups.
Ability to communicate effectively both orally and in writing.
MINIMUM EDUCATION TRAINING AND EXPERIENCE REQUIREMENTS
A bachelors degree in human resources business or related field is required. A masters degree in human resources business or related field is preferred. Five 5 years of progressively more responsible experience in human resources human capital management human resources professional development or related experience some of which shall have been in a leadership capacity is required. Four 4 years of successful HR business partner/generalist experience is preferred.
LICENSE/CERTIFICATION
SHRMCP SHRMSCP SPHR or PHR or other similar HR certification.
