CEEW seeks to hire a Programme Associate for its Just TransitionsProgramme. This workstream is driven by the mission to work on policies thatmake Indias energy transition citizencentric especially its transition fromfossil fuels. We will be examining and building evidence for this transition tobe socially just through objective research and cuttingedge analyticalapproaches.
A successful applicant will work closely with the team to solve complexcitizencentric challenges in Indias energy transitions and the transitions ofassociated sectors like thermal power plants. These challenges includedesigning and deploying targeted skill development programmes for affectedcommunities governance mechanisms and financial estimations for acitizencentric transition identifying and estimating alternative livelihoodopportunities in the form of green jobs.
We are looking for an experienced professional with handson experienceof working in Indias skill development sector governance mechanismsincluding decentralised capacity building energy landscape and in publicpolicy. An ideal candidate should beexcellent in quantitative research methods (qualitative research methods is abonus) analysing various datasets such as the Periodic Labour Force Survey (PLFS)Annual Survey of Industries (ASI) the CMIE amongst others significant fieldwork experience amongst rural communities (field work in coal regions in abonus) be excellent at stakeholder management and write research reportarticles. PrimaryResponsibilities
Research
Mentor research assistants on designingcollecting and analyzing quantitative data on the socioeconomic impacts of theenergy transition in the context of India (experience in qualitative researchis a bonus).
Mentor research assistants on analysing existinggovernment datasets like the PLFS.
Conceptualise and take ownership of researchrelevant for a just energy transition.
Travel to project sites across multiple statesfor both primary research and state government engagement ability andwillingness to travel is desired.
Co/lead on specific projects and overall plan ofactivities in CEEWs just transition workstream.
Regularly track important developmentsnationally and internationally (policy and technical) in the sector throughrigorous literature review and share summaries with team members to promotemutual learning.
Lead on writing highquality research reports andco/lead on research dissemination activities such as seminars roundtablediscussions webinars with support from the team.
Proactively building knowledge leadership byworking towards blogs reports opeds and policy briefs in regularintervals.
Prepare presentations fact sheets briefingnotes and other research communication material.
Otherresponsibilities
Mentor research assistants and interns to buildthem as public policy professionals over and above excellence in researchmethods.
Participate in relevant conferences workshopsand training programs as necessary to communicate research findings and gaininsights on new research in focus areas.
Assist in building strategic partnerships andcollaborations with peer organizations and government departments for ensuringcontinued learning growth and impact at scale.
SelectionCriteria
EducationalQualification
A postgraduate degree in economics developmenteconomics energy economics political science governance public policysociology or related disciplines is a prerequisite. A Bachelors degree inengineering combined with a postgraduate in any of the aforementioneddisciplines is acceptable.
Work experienceand requirements
At least 35 years of relevant work experiencein designing quantitative research (for instance through monitoring andevaluation of any social/ public policy) and working with government datasets.(experience in qualitative research is a bonus).
Deep knowledge of Indias governance structurescapacity building mechanisms political economy of livelihood generationcommunity engagement.
A good foundation in socioeconomic conceptsmacroeconomics fiscal reviews and the coal economy in India and globally is abonus.
Extensive experience in conducting high qualityfield work for primary data collection.
Excellent and proven abilities for stakeholderengagement including government officials and donors.
Prior experience in designing projectsindependently managing teams and timely delivery of outputs.
Proficiency in using advance statistical datatools like R Python STATA.
Proficiency in using MS Excel Powerpoint andWord.
Strong writing networking and communicationskills.
Key skills
