Job Description

**To be considered for this position the candidate must have filed for Cyber Security Analyst Exam 5061 be reachable on the civil service list once established or be eligible under the 55a program. **

The Division of Transportation Planning & Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include planning street design technical analysis signs transit development freight mobility and markings to help provide for the safety of motor vehicle occupants pedestrians and cyclists. The Traffic Engineering and Planning unit (TEP) is responsible for conducting reviewing and approving transportation engineering and planning studies analyses and methodologies including those associated with environmental reviews (including Environmental Impact Statements and Environmental Assessments) and various traffic and transportation studies/projects conducted by the Division. The units work activities relate to every aspect of traffic/transportation operations and safety analyses from curb cut approvals to areawide studies.

TEP seeks an experienced ambitious and motivated candidate to serve as a Cyber Security Analyst to research and develop secure applications databases and tools to improve the efficiency of environmental review. In developing these applications the candidate under the general supervision of TEPs senior staff will assist the team responsible for the review of environmental studies under CEQR/SEQR/NEPA processes by enhancing the analytical procedures presented in the CEQR Technical Manual through the development of new cybersecure tools databases and related software applications. The candidate will also assist in conducting a variety of traffic operations and safety studies following the Departments supplemental guidance on levelofservice analyses for signalized/unsignalized intersections and pedestrian elements (i.e. sidewalks crosswalks and street corners) using a variety of analysis tools including Highway Capacity Software (HCS) Synchro/SimTraffic and other traffic simulation models (i.e. Aimsun VISSIM etc. to develop and test improvement measures to ameliorate congestion improve mobility and enhance safety for all street users with particular focus on bicycle and pedestrian safety.

The candidate will also be responsible for working with other DOT units and City agencies to streamline existing data and related databases and to create tools and applications that improve TEPs efficiency. The candidate will work both independently and as part of a team.

Preferred Skills
Experience in CEQR SEQRA and NEPA processes. Proficiency in Visual Basic for Applications (VBA) Java Script HTML CSS GIS systems and databases using NYC OpenData and US Census data as well as knowledge of engineering principles traffic engineering and traffic impact studies for environmental review purposes. Excellent writing and oral presentation skills preferred. Valid NYS Drivers License required.

Qualifications :

1. A baccalaureate degree from an accredited college including or supplemented by twentyfour 24 semester credits in cyber security network security computer science computer programming computer engineering information technology information science information systems management network administration or a pertinent scientific technical or related area; or

2. A fouryear high school diploma or its equivalent approved by a States department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in 1 above; or

3. Education and/or experience equivalent to 1 or 2 above. College education may be substituted for up to two years of the required experience in 2 above on the basis that sixty 60 semester credits from an accredited college is equated to one year of experience. In addition twentyfour 24 credits from an accredited college or graduate school in cyber security network security computer science computer programming computer engineering information technology information science information systems management network administration or a pertinent scientific technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school) may be substituted for one year of experience.
