This position requires an active Secret clearance.

The Program Manager will lead and support initiatives that deepen partnerships with U.S. allies and international stakeholders to advance a shared vision for digital connectivity cybersecurity and open internet access. Performs program management duties in support of cyber and digital foreign assistance activities. Oversees program implementation and assesses the effectiveness of foreign assistance projectrelated operations This role requires collaboration across U.S. government agencies including the State Department to promote and implement U.S. cyberspace and digital foreign policy. Responsibilities include managing strategic engagements supporting public diplomacy efforts and coordinating bilateral and multilateral diplomacyfocused programs. A strong understanding of program and resource management foreign policy and interagency processes is essential.

Compensation & Benefits:

Pay will be negotiated and commensurate with education and experience.

Program Manager Responsibilities Include:

  • Maintains currency on digital connectivity and cybersecurity foreign assistance programs and develops program options; integrates contributions from various offices as well as other USG agencies.
  • Provides implementers with technical direction and guidance answering programmatic questions as necessary
  • Deepen relationships with existing U.S. allies and partners forge new partnerships and engage with a range of countries to advance a common vision for the Internet and digital technologies
  • Leverage key bilateral engagements and multilateral fora to build relationships advance U.S. policy priorities and guard against positions that are counter to U.S. approaches to cyberspace the Internet and digital technologies.
  • Identify enhance cultivate and develop strategic engagements across the private sector and multistakeholder communities.
  • Integrate cyberspace and digital policy knowledge skills and strategies throughout the Department of State.
  • Elevate the State Departments role within the Interagency to develop and implement U.S. cyberspace and digital foreign policy assistance and messaging.
  • Performs other jobrelated duties as assigned

Program Manager Experience Education Skills Abilities requested:

  • Bachelors degree from an accredited institution (or equivalent)
  • At minimum two 2 years of experience with government management policies and procedures government accounting and reporting contracting and procurement and restrictions on programming stemming from Congressional provisions (preferred).
  • At minimum three 3 years of experience in the development and implementation of foreign assistance capacitybuilding programs multitasking complex projects and processes requiring interpersonal and customer service writing analytic problemsolving and computer skills experience (preferred).
  • Ability to support in the design of program goals objectives outputs and performance measurement systems including results frameworks providing inputs into monitoring and evaluation planning and reporting.
  • Ability to support design and management of foreign assistancefunded programs.
  • Ability to coordinate with interagency partners and manage complex systems.
  • Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus other U.S. agencies Embassies Congress and other partners.
  • Secret clearance is required
  • Must pass preemployment qualifications of Cherokee Federal
