Departmental Analyst 9 to P11 levels
Position Description

This position functions as an Analyst for the Child Care Fund (CCF) program. The CCF Program Analyst is responsible for ensuring CCF program compliance through evaluation research and analysis. This includes reviewing programmatic portions of the Annual Plan and Budgets (AP&B) for counties courts and tribes. The analyst works with senior analysts to provide recommendations related to county court and tribal AP&Bs for compliance with policy and program objectives. The analyst assists with analyzing and updating CCFrelated policies administrative rules and procedures.

The analyst also provides program support training and technical assistance to statewide county court and tribal staff. The analysts role is critical with ensuring reimbursements to counties courts and tribes are reviewed and approved timely and accurately.

This position involves a specialized understanding of the Social Welfare Act particularly as it pertains to the Child Care Fund the CCF Administrative Rules and Policy and Procedure manual as well as the electronic records system (MiSACWIS CCWIS or others) to ensure appropriate programs are approved and only eligible reimbursements are authorized by the Bureau of Audit

Departmental Analyst 12 level
Position Description
This position functions as a Senior Analyst for the Child Care Fund (CCF) program. The Senior CCF Program Analyst is responsible for administering evaluating analyzing and ensuring CCF program and policy compliance. This includes reviewing and approving programmatic portions of the Annual Plan and Budgets (AP&B) for counties courts and tribes. The analyst provides program support and recommendations related to county court and tribal AP&Bs and ensures policy and program objectives related to the determination of eligibility for CCF reimbursement by the state are correctly applied. The analyst is responsible for analyzing and updating CCFrelated policies administrative rules and procedures.
The analyst provides guidance direction and technical assistance to statewide county court and tribal staff in areas of the CCF AP&B planning and reimbursement eligibility. The analyst works with county court and tribal staff to develop reimbursable programs and recommends approval once it has determined that all requirements have been met. The analysts role is critical with ensuring reimbursements to counties courts and tribes are reviewed and approved timely and accurately.
The analyst provides analysis post award services and oversight to ensure compliance with grant and contract specific requirements assigned by Childrens Services Agency (CSA); serves as a resource for staff of grant funded programs for fiscal and programmatic compliance matters. Coordinates with other administrative and program staff to ensure grant objectives are properly implemented and monitor grant expenditures. On a daytoday basis this position works closely with the CSA budget liaison CSA grant and contract administrators and program directors in the process of ensuring compliance with grantrelated finance and programmatic objectives.

Required Education and Experience

Education
Possession of a bachelors degree in any major.

Experience
Departmental Analyst 9

No specific type or amount is required.

Departmental Analyst 10
One year of professionalexperience.

Departmental Analyst P11
Two years of professionalexperience including one year of experience equivalent to the intermediate 10 level in state service.

Departmental Analyst 12
Three years of professionalexperience including one year of experience equivalent to the experienced (P11 level in state service.

Alternate Education and Experience

Departmental Analyst 9 12

Educational level typically acquired through completion of high school and the equivalent of at least two years of fulltime activeduty experience at or above the E6 level in the uniformed services may be substituted for the education requirement.

Position Location/Remote Office:The office location for this position is at 111 S. Capitol Avenue Lansing Michigan 48933.However this position has the ability to work hybrid (combination of remote and office). Selected candidates who have been approved to work hybrid must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely employees will be responsible for providing other components of a remote office at their own expense including:
o A secure work location that allows privacy and prevents distractions.
o A highspeed internet connection of at least 25 Mbps download and 5 Mbps upload.
o Suitable lighting furniture and utilities.
