Job Summary

Reporting to the Director Recreation and Active Living (Director) the position provides the leadership development and daytoday management of the programming and services encapsulated in the broad spectrum of recreation sport and studentled club experiences within the Department of Athletics and Recreation (A&R) and the Recreation and Active Living Unit. The design development and delivery of recreation sport and club programming encompass sport program experiences from Open (DropIn & Facilitated) Recreation Intramural Sport leagues tournaments and events the studentled Recreation Sport Clubs and related sport and activity instructional programming. Working in collaboration with the Director and members of the Recreation and Active Living unit the incumbent is responsible for the planning coordination and delivery of operational and logistic support to this broad spectrum of recreational sport programs which serve the campus and the community with diverse relevant and innovative opportunities for physical activity competition health and wellbeing in sport and recreational pursuits and contribute positively to the campus culture and sense of belonging and social connectedness.

The incumbent works closely with key staff within A&R and in close collaboration with staff across the Division of Student Affairs Faculties and Departments across the University to develop and implement programs and services that provide experiences to support participation and enhancements to wellbeing promote leadership and personal development foster engagement create awareness of relevant social issues build community resources and further a department culture that is safe welcoming inclusive and considers the whole student and their diverse identities perspectives and experiences.

The role will provide leadership and direction to ensure compliance with relevant sport policies procedures and regulations development and evaluation of innovative programs and services to support the annual operations financial planning facility use management and the allocation of resources to support the recreation sport and studentled club programs. The role supports the planning development and implementation of a wide range of programs events initiatives and services that requires extensive collaboration with a broad range of constituents including student leaders and staff coaches student athletes alumni all A&R personnel as well as key campus community and sport partners including external facilities and program providers program and sport & recreation staff at peer institutions in the NIRSA network and at the Ontario University Athletics (OUA) U SPORTS and other sport governing bodies and leagues.

The successful candidate must value diversity of experiences and perspectives and will play a significant role in supporting and enhancing A&Rs Safe Sport Indigenization Equity Diversity Inclusion Accessibility AntiRacism (IEDIAA) and community building efforts actions and initiatives.

Job Description

KEY RESPONSIBILITIES:
Program Management & Development
Plans develops and implements a framework of programs and services which promote serve and support participation in sport and physical activity across the spectrum of sport experiences in open recreation intramural leagues tournaments and events studentled recreation club and instructional programs to enhance and support student wellbeing sense of belonging satisfaction and success. This includes developing resources training performance tracking program evaluation and assessment and daytoday monitoring and management to assist in achieving required standards and enhancing campus life by creating relevant diverse innovative and dynamic opportunities for physical activity and participation in sport and related activities.
Plans develops and implements annual and longterm strategic planning budgeting workforce planning coach/employee selection and daytoday operations of the Recreation and Active Living unit with respect to the broad spectrum of recreation sport and club programs as approved by the Director.
Develops monitors and evaluates all relevant program metrics and outcome measures including budget preparation monthly and quarterly financial reviews; providing deviation reports working closely with finance and administration on all aspects of budget analysis purchasing financial management and reporting for all assigned program accounts.
Measures effectiveness and efficiency of programs initiatives reinforcing departments vision into all areas of program development administration financial success and customer support and service to achieve objectives monitoring tends and adjusting programs to be relevant and supportive to the diverse needs and opportunities of the campus community.
Creates awareness and personal development opportunities on relevant society and sport issues that builds community and furthers the development of a culture that is safe welcoming inclusive and responsive to our campus and sport/athletic climate.
Represents A&R by providing leadership and collaboration with others on the promotions and integration of diversity and inclusivity strategies and initiatives into A&R programming and workplace.
Collaborates with team and other A&R staff and subject matter experts on the delivery of education/awareness materials that supports Queens and A&R culture in sport participation.
Leads and directs committees task forces working groups that support the enhancements of A&R programs and services.
Manages recreation sport and club operations and logistics to support elements of the program plans on an annual basis including scheduling (weekly participation practices competition travel facility) equipment/technology acquisition club reserve planning etc. Prepares updates reports and performance summaries based on established targets and key performance indicators.
Leads and directs all recreation sport and club leadership programs and initiatives serving as the primary liaison and resource for intramural and student club leaders. Maintains and develops studentbased resources (i.e. websites handbooks guidelines for participation and behaviour orientation presentations education resources etc..
Maintains uptodate knowledge on emerging trends policy development sport culture research best practices in delivering innovative and relevant programs that impacts students. Communicates and liaises with professional organizations and peer institutional colleagues to expand and enrich student development and experience (at Queens and across the sector). Participates in relevant professional development seminars and conferences.
Participates in the planning coordinating and staging of various activities and events hosted by the unit or department (events and tournaments Championships athlete and studentleader recognition major program promotional events etc.
Participates in the investigative procedural and decisionmaking processes required for the implementation of the Departments NonAcademic Misconduct policy and the processes required for compliance/appeals with University
Other duties as assigned by the Director.

Resource Management
Participates in and contributes to meetings with regards to strategic planning budget/financial and human resources.
Assists in identifying departmental financial and support service requirements determine annual performance and program targets develop mechanisms for planning implementation and evaluating programs and services. Monitors and reports on unit and program participant and financial performance using financial tracking and program satisfaction tools and metrics and provides escalation/recommendations to the Director.
Manages aspects of the Athlete Information Management System (AIMS) for the department and systems for recreation program management (eg. Innosoft Fusion IMLeagues budgeting software etc.
Prepares and presents annual reports for multiple internal audiences analyzes data recommends changes/enhancements to programs and/or new resources for continued improvement.
Manages the monitoring implementation (including financial transactions and unit/sportspecific templates) and reporting of the approved Unit budget.

Human Resources
Promote a culture of service and inclusion that embodies A&R values with commitment to the universitys equity diversity inclusion and accessibility initiatives designed to foster a welcoming work environment for individuals with diverse backgrounds and identities.
Manages and supervises assigned Program Coordinator(s) and other fulltime and casual staff and volunteer positions with the Recreation and Active Living unit. Establishes workflow goals and priorities as appropriate.
Plans prioritizes and manages the work of employees providing strategic and tactical advice guidance and coaching. Identifies the need for staff resources participates on staffing committees and makes effective recommendations regarding employee selection.
Leadership and responsibility for the club executive and club instructional and/or coaching staff and volunteer workforce working closely with Human Resources on all forms contracts budget validation on salary/honorarium payments orientation materials CPIC and VSC training records. Plans and delivers student leader and staff meetings conducts orientation sessions for all parttime instructors schedules meetings to discuss performance on a regular basis provide feedback and identify areas of further training and improvement.
Trains and supports casual staff mentors and other staff involved in program areas.
Manages performance by establishing performance standards reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
Assesses staff and program/club leader training and development needs and ensures that employees receive training required to improve and sustain successful performance.
Investigates addresses and resolves employee/labour relations issues including disciplinary matters. Makes decisions or effective recommendations on matters involving possible discipline discharge and probationary termination.
Mentors student employees appointed instructional or coaching staff and club leaders in job competencies and other transferable learning.

REQUIRED QUALIFICATIONS:
Postsecondary degree completion in Kinesiology Recreation Physical Education Sport Management Health Promotion/Studies Business Administration/Commerce or other relevant field of study. A Masters degree would be considered an asset.
A minimum of 5 years of successful sport management educational program development and/or administration as relatable.
Previous experience in health promotion wellness/wellbeing policy actions frameworks and strategy an asset.
Demonstrated working knowledge in a sports environment with recreational league and playoff scheduling coordination and/or administration.
Familiarity with NIRSA Parks and Recreation Ontario and the provincial and national sporting environments an asset.
Demonstrated supervisory experience with the ability to motivate and lead employees and volunteers.
Familiarity with connecting support services in a health context.
Human resources management experience including recruiting training discipline etc. organizing a large volunteer/casual work force.
Valid Province of Ontario Class G Drivers License.
Satisfactory Criminal Records Check and Vulnerable Sector Check required.
Consideration will be given to an equivalent combination of education and experience.

Determines strategy and methods for maintaining strong and positive working relationships including identification and engagement of appropriate stakeholders and partners.
Determines policy and partner relationship guidelines; proposes amendments to further the goals and strategies for departmental growth.
Determines the appropriate content and tone of proposals briefs and reports written for academic and administrative stakeholders.
Determines when situations warrant consultation with the Director or Executive Director.
Makes decisions on the scheduling priorities of recreation sport leagues recreation clubs open recreation times and events/tournaments consistent with written Department policies.
Evaluates job candidates and makes effective recommendations on suitable hires.
Evaluates employee performance and decides on appropriate training or coaching to address lack of proficiency in carrying out responsibilities or remedial action for staff disciplinary situations.
Assesses investigation outcomes of grievances and makes effective recommendations on appropriate course of action or next steps on grievances.
Decisions on prioritizing ones own duties and responsibilities.
