Job Purpose Statement:
The Chief Financial Officer is the chief financial manager of the District. As a member of theExecutive Staff he/she will provide financial leadership for the School District inform theSuperintendent of changes in trends laws rules or regulations in his/her area of expertise andprovide reports to the Superintendent of his/her activities and as requested. This position isresponsible for keeping accurate records of the Districts financial programs and assisting theSuperintendent in managing District finances and administering the budget.
Job Qualifications & Experience:
- Certified Public Accountant certificate or similar professional certificate or
- Bachelors degree in finance/accounting and five years of increasing responsibility in government or applicable private experience.

- Laws rules procedures and policies related to the expenditure and accounting for public funds.
- Oregon State Budgeting Law and accounting procedures for school districts.

Responsibilities/Duties:
- Direct plan and supervise North Wasco County School District fiscal functions including general accounting and internal control procedures and purchasing functions.
- Evaluates personnel under the employees supervision.
- Develop policy for accounting collections and auxiliary services to ensure accounting procedures financial analysis and controls and financial informational needs of the school district are met in accordance with generally accepted accounting principles;
- Develop and manage the investment policy for the school district. Invest funds in accordance with district policy GAAP and Oregon Revised Statutes.
- Develop and maintain district budget system to allow a financial plan for resources and requirements.
- Administers the districts liability insurance program.
- Oversee the budget process to develop timelines instruction report and presentation of the budget in compliance with Oregon Local Budget Law.
- Prepare and present budget resolutions to the Board of Education.
- Prepare updates to districts strategies financial plan and other financial and analytical information.
- Prepare yearend closeout of funds and ensure that required audits are conducted;
- Establish and maintain banking and merchant services.
- Monitor and develop the cash flow system.
- Monitor bank account balances and transfer funds as needed.
- Ensure proper filing of all financial legal documents with governmental agencies and offices.
- Maintain cooperative working relationship with district staff other organizations and the public.
- Maintain proficiency by attending training and meetings reading materials and meeting with others in areas of responsibility.
Ability to:
- Understand and communicate Oregons State School Fund formula school finance and local budget law.
- Establish and maintain records ledgers and accounts as related to highvolume public fund accounting.
- Work independently and make decisions in areas which may not have established policy or procedure.
- Organize and direct others in accomplishing the business management goals of the district.
- Work effectively as part of the management team.
- Effectively use and supervise the use of financial management software in a business office and school district environment.
- Demonstrate experience in collective bargaining and employment contract management.
- Demonstrate expertise in business support staff development and personnel evaluation.
- Communicate effectively with staff patrons and the community.
- Provide guidance and information as necessary;
- Follow all safety rules and procedures for work areas;
- Oversee procurements and compliance with Oregon Public Contract Bidding Law;
- Attend all School Board Meetings as an Advisor to the Superintendent
- Engaged member of the district administration team;
- Assist in the collective bargaining process.
- Manages through the Director of Transportation effective and efficient student transportation services.
- Manages through the Director of Facilities effective and efficient district maintenance and custodial programs and evaluates the need for and recommends capital improvements to the district.
- Manages through the Nutrition Services Coordinator an effective and efficient child nutrition program.
- Other duties as assigned.
Supervisory Duties:
This position directly supervises the Business Office together with Transportation Nutrition Services and Facilities Department Directors and Programs.
Physical Demands of Position:
While performing the duties of this position the employee is frequently required to sit standbend kneel stoop reach and manipulate objects. The position requires mobility. Manualdexterity and coordination are required for less than 50 of the work period while operatingequipment such as computer keyboard calculator and standard office equipment.
