Internal Posting Only North Carolina Department of Transportation (NCDOT) employees in a temporary permanent fulltime permanent parttime probationary trainee or timelimited position or a layoff candidate with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by General Statute (GS) 126 (State Personnel Act) may apply.

This is an Engineering Technician III position located in the District 1 Engineers Office. This position serves as lead project inspector supporting engineers in the administration of complex highway construction projects. Monitors contractors daily operations and performs and/or reviews tests reports completed by other technicians to ensure that all work and materials conform to specifications plans and contractual provisions. Ensures adequate inspection for all phases of work. Ensures proper materials sampling and testing is conducted and that all technicians are properly certified and all materials tracked so all federal funding can be reimbursed to the Department. Supervises and trains lowerlevel technicians including Department employees and contract construction inspectors. Supervises inspectors providing Construction Engineering and Inspection (CEI) services on large projects. This includes daily supervision of personnel and assignment of project tasks. Resolves daily constructability issues and trouble problems to mitigate delays to contractors progress. Monitors utility relocation efforts by inspecting and tracking relocation work. Anticipates contractual problems and advises supervisor of the need for plan revisions supplemental agreements or other contract adjustments to improve safety timely delivery and/or quality of delivered product. Monitors contractors operations to ensure compliance with subcontract agreements and with the contract DBE requirements. Ensures compliance with NC Sedimentation and Pollution Control Act and that all work performed in permitted areas is done in accordance with the permits. Effectively communicates and coordinates work with contractors subcontractors utility owners and property owners to minimize delays and disturbances while maximizing the progress of the projects. Serves as a project traffic control coordinator by inspecting materials evaluating placement of devices and monitoring traffic control operations to ensure compliance with all contract requirements. Authorizes or recommends changes in the Traffic Control Plan to ensure operation of traffic and protection of construction employees.

This position will also serve the District office by working with counties municipalities contractors and field support personnel as the permitting technician to establish compliance with applicable engineering standards and guidelines. The position will review plans for subdivisions utility installations roadway improvements and prepare cost estimates. The position will process permits including driveway utility and nonutility encroachment agreements road additions and abandonments and other records and reports as assigned. The position will be required to interact with local governmental agencies utility representatives contractors property owners and others to discuss adherence to policies and procedures. Answers questions and addresses complaints from the public by telephone written correspondence or in person. Represents the Department in contact with the public other governmental agencies and utility companies to inform them of the Departments plans to respond to complaints or questions and coordinate their activities with those of the Department and the contractor. Coordinates work with private developers contractors subcontractors and state personnel to promote good relations and expedite performance of the work.

Ability to establish and maintain positive lines of communication between other technicians engineers contractors and the public. Should be able to effectively communicate in a clear concise organized and persuasive manner. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights highway traffic and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including but not limited to walking climbing balancing kneeling and standing. Must be able to lift 50 lbs. Must be able to work nights and weekends as required on any assigned project within the Division. Must apply safety philosophy and program to all operations.The selected applicant will be expected to legally operate a motor vehicle. Safety toe shoes required.

Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.

Minimum Education and Experience Requirements

Associates degree in Civil Engineering Technology Survey Technology or assigned discipline from an appropriately accredited institution and three 3 years of progressive technician level experience; or an equivalent combination of education and experience.
