Job Summary:
Serves as leader for the Healthcare Preparedness Coalition (HPC) that serves multiple counties with a region of a state. The manager serves as the liaison to the state Office of Emergency Medical Services or HPP division. Specifically responsible for coordination of all activities of the coalition in a manner consistent with the guidelines set forth by the US Department of Health and Human Services (US DHHS) Administration for Strategic Preparedness and Response (ASPR) and the North Carolina Department of Health Service Regulators (NC DHSR) through the NC Office of EMS (NCOEMS). The HPC leader has responsibility for leading the planning and of Emergency Management preparedness and response which includes hospitals county: Emergency Management Public Health and Emergency medical services and the state medical response system. Responsibilities include oversight of the purchase maintenance and deployment of million value in emergency assets to support state region operations community support and patient care during a crisis and overall operational. The HPC leader directs the overall daytoday healthcare coalition activities for the region to include supporting inner department teammates and external stakeholders. Responsibilities include leading the development implementation and monitoring of the Hospital Preparedness Program to assess risk minimize loss and protect our communities region and state. What Youll Need:
- Bachelors Degree in Emergency Management Healthcare Administration or related field of study or an equivalent combination of education and experience
- Certification in ICSand HSEEP or the ability to gain those certifications within 1 year of employment.
- Valid drivers license required
- Four 4 years emergency management public health or similar disaster preparedness planning or disaster medical response
- Two 2 years leadership experience in emergency management public health or similar disaster preparedness planning or disaster medical response
- Training and experience in emergency management or related field
What Youll Do:
- The HPC manager is responsible for day to day leadership and indirect support to community partners. The manager will serve as the primary point of contact for Advocate Health in communications with the Healthcare Preparedness Program (HPP) and for all reporting requirements as defined by the HPP ASPR and internally the Office of Sponsored Programs (OSP).
- Shall be available for and participates in internal state and federal audits.
- The HPC manager shall maintain relationships with federal State local governments and other stakeholders to coordinate departmental business accomplish directives and facilitate the resolution of issues and concerns.
- The HPC manager appropriately manages the budget and develops projections associated with the preparation of the annual grant departmental budget reimbursement capital equipment budget and special projects.
- The HPC manager shall be responsible for the Scope of Work as defined in the HPP contract as outlined by the State and agreed upon by Advocate Health. This will include developing the annual work plan providing monthly progress updates and submission reviewing the monthly Contract Expenditure Reports (CERs) and attending regularly scheduled HPP meetings.
- The HPC manager has the responsibility for developing and strengthening relationships with external stakeholders who are a part of Emergency Support Function 8 (ESF 8. Additionally the HPC manager has the responsibility for developing relationships with other ESFs that may benefit from the support of the HPC.
- The HPC shall lead and assist the steering committee in developing and maintaining the HPC bylaws and governance methodologies as well as serve as a nonvoting member of the HPC steering committee. The manager shall advise the steering committee on the progress of the HPC its projects and/or other activities the HPC is has or will be involved with.
- The HPC manager shall coordinate the formulation interpretation and administration of current and longrange policies procedures and projects for the HPC.
- The HPC manager shall be responsible for all State Medical Asset Team (SMAT) deployments using the Incident Command System.
- The HPC manager shall be available to deploy into and perform in an austere environment for periods at a time.
- The HPC manager shall participate in disaster planning for the HPC region and lead the HPC facilitation and coordination of regional disaster education training and exercises.
- Manages and maintains necessary systems internally and state/federal.
- The HPC manager shall continually strive to create additional means of sustainability for the coalition updating the coalition response plan from After Action Reports improve information sharing with stakeholders during normal operations and disasters identify and complete AARs for each realworld event and training and yearly requirements from ASPR.
- The HPC manager shall be able to communicate coordinate and collaborate with the medical director and clinical advisor.
Skills/Qualifications:
- Knowledge of the principles and practices of emergency services grant administration and project management.
- Knowledge of local state and federal laws related to disaster planning and emergency services.
- Knowledge of current trends and developments in the field of emergency medical services and hospital disaster response planning.
- Knowledge of current office technology and presentation software.
- Must be able to address large groups of employees.
- Strong organizational and time management skills.
- Strong team leadership skills and the ability to work with representatives of various organizations and divergent perspectives.
