GENERAL DESCRIPTION:
Under the direction of the Assistant Superintendent of Business the Director of Fiscal Services plans organizes controls and directs the fiscal services of the District. The Director processes financial data in a timely and accurate manner. This Director also provides financial information and analyses for various administrators. Maintaining accurate accounting and cost data records are a requirement of this position. The Director supervises and evaluates the performance of assigned personnel.
ESSENTIAL JOB FUNTIONS AND RESPONSIBILITIES:
- Plan organize control and direct the fiscal services of the District;
- Train and evaluate the performance of assigned staff;
- Interviews selects employees and recommends transfers reassignment termination and disciplinary actions;
- Serve as liaison for managerial control of the financial software system including implementations and modifications of existing system to assure adequacy of system design in coordination with data processing or technological services;
- Analyze and interpret account status report and revenue report; verify fund balances and communicate with appropriate staff regarding account status;
- Respond to the Assistant Superintendents requests for analysis followthrough and interpretation of fiscal data;
- Review and approve journal vouchers payroll remittance manual checks bank transmittals departmental purchase orders cash advances salary advances petty cash transmissions miscellaneous receipts requests for payment and other transactions;
- Maintain the design and internal control of Districts accounting systems;
- Review cash handling procedures to assure minimum exposure to error or misappropriation; analyze accounting office staff duties to maximize internal controls;
- Perform compliance tests to determine adequacy of internal control and analyze strengths and weaknesses of Districts internal control;
- Provide technical accounting advice to program managers principals secretarial staff and others related to District policies and procedures affecting general fund student body fund and other funds as requested.
- Coordinate yearend closing process performing system functions to establish the budget and establish records for the new year;
- Provide technical expertise information and assistance to the Assistant Superintendent regarding assigned functions;
- Assists in the formulation and development of policies procedures and programs;
- Advises the Assistant Superintendent of unusual trends or problems and recommend appropriate corrective action;
- Plan organize and implement long and shortterm programs and activities designed to develop assigned programs and services;
- Direct the preparation and maintenance of a variety of narrative and statistical reports records and files related to assigned activities and personnel;
- Communicate with other administrators personnel and outside organizations to coordinate activities and programs resolve issues and conflicts and exchange information;
- Develop and prepare the annual preliminary budget for the Fiscal Services Department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations;
- Operate a computer and assigned software programs; operate other office equipment as assigned;
- Attend and conduct a variety of meetings as assigned;
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelors degree in accounting business administration from an accredited institution of higher education or progressive level of experience in business administration inclusive of college level course work in finance accounting and/or business administration;
- Five 5 years professionallevel accounting experience.
DESIRED QUALIFICATIONS:
- Masters degree in accounting business administration from an accredited institution of higher education.

PREEMPLOYMENT REQUIREMENTS:
- Preemployment physical and drug test;
- A current and valid Tuberculosis (TB) clearance;
- Fingerprint clearance for school personnel;
- Possession and maintenance of a valid and appropriate California Drivers License; have an acceptable driving record; and be insurable at standard rates by the districts insurance carrier and maintain such insurability during the course of employment.
