Job Description:
This is professional services work in providing comprehensive research evaluation and planning services relating to the maintenance repair and management of all Stateowned railroad in accordance with all Federal and State regulations. The position will focus on railroad operations and Right of Way (ROW) management including but not limited to: writing and management of railroad crossing and land lease agreements property issues; research and identification of ROW encroachments and agreements; crossing agreements; railroad options; management of a crossing database and budget; utility master agreement management; railroad release contracts and agreement writing and management. This position is also responsible for the collection of rail license payment use of the Departments TRACS contract management system in order to manage accounts receivable on railroad agreements. The position will also participate in the evaluation of limited railroad planning activities. Additionally this position will be involved with administrative duties pertaining to the Maine State Ferry Service the State Airports and all multimodal assets of the State. Preference will be given to those individuals that possess railroad ferry or air experience and technical writing skills.
To be minimally qualified for this position candidates must provide evidence ofthe following experience:
A six 6 year combination of education training and/or experience in planning and program development with specific background in specialized field as necessary (i.e. transportation planning environmental planning economic planning).
