Job Opening Description

The Public Affairs and Communications specialist supports the Chief Information Officer (CIO) and the Public Information Officer (PIO) by developing creating and delivering strategic internal and external communications. This position plays a key role in enhancing the Fire Districts marketing branding and public engagement efforts ensuring clear consistent and impactful messaging across all platforms.

The specialist is responsible for content creation social media creation media relations and internal communications while working collaboratively to develop and execute communication and marketing strategies. Additionally the role involves supporting public safety initiatives and engaging with internal staff emergency services personnel and the broader community. The position requires strong writing content development and strategic communication skills to effectively promote the Fire Districts purpose services and community engagement efforts.

Duties and Responsibilities

Essential Functions / Major Responsibilities:

  • Develop and execute internal and external communications to ensure consistency in messaging across the Fire District.
  • Create manage and distribute content for social media website newsletters press releases and other communication channels.
  • Coordinate and implement marketing and branding efforts to enhance public awareness of the Fire Districts mission services and initiatives.
  • Assist in developing and executing communication strategies in collaboration with the Chief Information Officer and Public Information Officer.
  • Manage social media platforms including content planning posting monitoring engagement and responding to public inquiries.
  • In coordination with the PIO prepares press releases media statements and talking points ensuring timely and accurate delivery of information to the public and media outlets.
  • Support crisis communication efforts by assisting in the development and dissemination of urgent messages during emergencies.
  • Plan organize and coordinate internal and external events managed by the Public Information Officer ensuring smooth and meeting deadlines.
  • Engage with internal staff volunteers firefighters and community stakeholders to facilitate effective communication and public outreach.
  • Monitor and analyze media coverage social media trends and public sentiment providing insights to enhance communication strategies.
  • Design and produce marketing materials including flyers reports and presentations to support district initiatives and public education campaigns.
  • Ensure compliance with branding guidelines across all communication materials and platforms.
  • Provide administrative support for communication projects including maintaining content calendars organizing media assets and tracking campaign performance.
  • Collaborate with partner agencies government officials and community organizations to promote district initiatives and strengthen public engagement.
  • Onsite regular attendance is required for this position
Secondary Functions:
  • Collaborate with partner agencies government officials and community organizations to promote district initiatives and strengthen public engagement.
  • Assist in updating and maintaining the Fire Districts website ensuring information is current and relevant.
  • Support internal training efforts by developing communicationrelated materials and presentations for staff.
  • Assist with photography and videography for events training exercises and public outreach campaigns.
  • Maintain a digital archive of media assets including photos videos press releases and marketing materials.
  • Provide backup support for PIO during emergency incidents or major events.
  • Assist in grant writing or sponsorship outreach to support public education and community engagement initiatives.
  • Research and stay up to date on communication trends technologies and bestpractices to enhance the effectiveness of outreach efforts.
  • Support the development of surveys and feedback mechanisms to assess internal and public perception and improve communication strategies.
  • Perform other duties as assigned to support the overall goals and initiatives of the Fire District.

Job Scope:
Performs duties independently with limited supervision after receiving specific direction from supervisor. Independent decisions are made within prescribed guidelines and are routine in nature.

Job Conditions:
This position works independently and in small teams. Most work to be done at assigned office location.

Qualifications

Minimum Qualifications and/or Experience Required for Job:

  • Associates Degree or Higher and or equivalent job experience.
  • Minimum of 5 years experience in developing social media content and strategic deployment on behalf of public and/or private sector organizations.
  • Minimum of 5 years experience working with large organizations to develop and execute strategies to improve internal and external communications.
  • Demonstrable track record of serving multiple internal and external clients or stakeholders at the same time.
  • Experience working with special districts including but not limited to Fire Districts 911 Communication Parks and Recreation and School Districts.

Preferred Qualifications:

  • Bachelors Degree in marketing business communications journalism political science or public policy
  • Masters Degree in Business Public Administration

Additional Information

This is an inperson with a 4/10 schedule from Monday to Thursday. The standard working hours are from 7 am to 5 pm. Hybrid work or work from home arrangements are not available for this position.
