TITLE: BEHAVIORAL HEALTH MANAGER

RATE OF PAY: $50.00 $55.00 / PER HOUR

INTRODUCTION:
The Behavioral Health Manager is responsible for overseeing the planning development implementation and evaluation of the Behavioral Health programs and services for the Spokane Tribe of Indians. This position provides strategic leadership to ensure the delivery of highquality culturally competent behavioral health care to tribal members and the broader community. The Behavioral Health Manager reports directly to the Health and Human Services Director and collaborates with tribal leadership healthcare professionals external partners and stakeholders to promote health equity and improve health outcomes.
MAJOR DUTIES AND RESPONSIBILITIES:
Develop implement and manage behavioral health programs that address the unique needs of the tribal community.
Coordinate with relevant stakeholders to ensure the effectiveness and sustainability of behavioral health initiatives.
Direct coordinate and provide oversight on all Mental Health and Substance Abuse treatment services and activities which includes individual & group treatment referrals for outpatient and inpatient care aftercare and recovery etc. Maintains a small caseload to keep clinical skills active and to work with staff concerning case management oversight and quality of care.
Supervise staff per org chart including clinical oversight adhere to timely staff evaluations per policy and follow all HR policies especially related to employee performance discipline and accountability
Prepare and present a variety of periodic and special reports of both a professional and administrative nature.
Develop and monitor short and longrange budget plans that accurately reflect program needs. as well as manages program budget/fiscal responsibilities.
Identify the need for and develop proposed changes in current program practices policies and procedures. Policies and procedures are to be reviewed annually be current and always responsive to client and community needs
Participate in Tribal County State and Federal meetings relevant to programs and/or funding that is connected to the Behavioral Health programs.
Build and maintain relationships with tribal leaders community members and local organizations to assess health priorities and concerns.
Facilitate community involvement in the planning and implementation of health programs.
Analyze evaluate and develop specialized programs as warranted; be abreast of and oversee grants or contracts that could benefit program clients.
Provide professional consultation and program leadership; establish baseline productivity expectations and monitor accordingly.
Communicate effectively in both oral and written forms expressing complex and technical terminology and concepts in an understandable manner.
Integrate and maintain a teamwork atmosphere within the program and all related HHS Tribal programs; ensure confidentiality and professionalism in all communications
Establish and maintain effective work relationships with others.
May require travel as it relates to ongoing training and/or engaging in stakeholder meetings as needed to represent the Tribes interests in areas related to behavioral health.
Serves as STOI Opioid crisis task force leader and STOI expert on community chemical health initiatives.
Develop and implement emergency preparedness plans for behavioral healthrelated crises within the tribal community. Collaborate with relevant agencies to ensure a coordinated response during emergencies.
Collect and analyze behavioral health data specific to the tribal community to improve program services. Conduct evaluations of behavioral health services and use data for evidencebased decisionmaking.
Direct supervision and budget oversight of the Behavioral Health program. Establish expectations for third party revenue and monitor accordingly.
KNOWLEDGE SKILLS & ABILITIES REQUIRED:
Leadership ability to lead highly sensitive programs to meet community needs
Knowledge and mastery of statutory legal regulatory and contractual requirements related to Health and Human Services the Spokane Tribe and its large network of community service providers
Knowledge of principles and methods of organization & management financial management & Tribal Health management
Knowledge and experience with budget development and management of complex budgets
Knowledge of human resources laws and regulations policy and procedure oversight
Ability to lead and motivate a diverse multidisciplinary staff in accomplishing complex work which is a hallmark of Health and Human Services.
Knowledge of healthcare quality improvement principles and methodologies.
Experience working with health care delivery systems quality improvement and developing and implementing new programs.
Experience effectively handling crisis intervention situations; seen as a stabilizing influence in crisis situations and supports staff and interfaces the community as appropriate
Understanding of grants and contracts through the federal government or other agencies.
Experience working with tribal communities and understanding of tribal sovereignty and governance structures.
MINIMUM REQUIREMENTS:
Masters degree in social work public health administration healthcare administration or a related field. Licensed Independent Clinical Social Worker (LICSW) license in WA & Substance Use Disorder Professional (SUDP) licensed in WA.
Minimum of 5 years of successful progressive leadership experience in healthcare administration with at least 3 years experience working in tribal or indigenous health settings.
Must have at least 7 years of successful supervisory experience
Demonstrated experience managing healthcare programs budgets and personnel in a complex organizational environment.
Must have valid drivers license and be insurable under the Tribal Vehicle Insurance Policy.
CERTIFICATIONS:
Licensed Independent Clinical Social Worker (LICSW) license in WA & Substance Use Disorder Professional (SUDP) licensed in WA.

*Safety Sensitive Background Requires a higher standard of performance and behavior.
