Job Description

Overview

The City Surveyor oversees the Citys land survey work. With the assistance of a twoperson field crew the City Surveyor acts as a lead over their work assignments and the processing of their field data as well as creating records of survey and other documents filed with our county surveyors office. The City Surveyor reports to the Infrastructure Development Services Manager in the Citys Department of Environmental Services and works directly with the Citys Water Wastewater Stormwater Parks and Transportation Divisions as well as with the City Attorneys Office and City Managers office.

Position Description

The City Surveyor works on a variety of projects including boundary surveys topographic mapping creation and review of legal descriptions production of records of survey and data preparation and review for construction staking projects. The successful candidate will use Pix4D software to create orthometric mosaics and mapping surfaces based on data collected from Unmanned Aerial Vehicles (UAVs). The City Surveyor also manages oncall contracts for supplemental survey services to supplement the work our field survey crew does during times of peak demand.

Other tasks completed by the City Surveyor include:
  • Topographic mapping
    • Project Management coordination
    • Mission planning
    • Data collection
    • Data processing and data analysis
    • Production of 3D models and surface files
  • Legal descriptions and exhibit creation and review
    • Create or review legal descriptions and exhibits by collecting historical research (deeds surveys plats)
    • Analyzing information collected
    • Checking geometry and mathematic closure of figures
    • Reviewing standards and ensuring quality based on County recording standards and best industry practices
  • Record of Survey production
    • Data collection
    • Data processing and data analysis
    • Production survey documents prepared to County standards fulfilling statute requirements for filing surveys
  • Construction staking coordination and review
    • Review plan sets and digital drawings of construction plans
    • Extract alignments and profiles
    • Generate points of interest for staking
    • Review staking notes (cut sheets)

Knowledge of:

  • Laws rules regulations and ordinances affecting City policies and operations
  • City government administration organization functions and services
  • Practices principles procedures regulations methods techniques materials and equipment as they relate to land surveying GPS Total Station planning zoning legal land recordings and UAS
  • GIS applications City geography and infrastructure large format plotting
  • Principles and practices of project management
  • Data gathering analysis and research
  • Techniques for effectively representing the City with government agencies community groups and various business professional regulatory and legislative organizations
  • Techniques for providing a high level of customer service to the public and City staff
  • Communication principles practices and techniques
  • Modern office practices and methods computer equipment and software applications
Ability to:

MINIMUM QUALIFICATIONS:
  • Bachelors degree
  • One to Four years of progressively related work experience in land surveying to include conducting land survey field work creating or reviewing records of survey creating or reviewing legal descriptions creating topographic maps performing boundary research working with GPS survey equipment working with RTK equipment and piloting survey UAVs
  • 18 years of age or older
  • Valid drivers license
  • Good driving record (according to our driving matrix below)
  • Oregon Professional Land Surveyor Licenseis required.
  • Federal Aviation Administration (FAA)Remote Pilot certification (or ability to become certified within 6 months) is required.
Any combination ofqualifying education training and/or experience equivalent to 58 years will be considered.

Driving Matrix:
You will be disqualified from this process if you possess any of the following driving infractions:
  • A major traffic violation or accident that results in death or major injury.
  • Driving under the influence (DUI) charge within the last 5 years.
  • Have more than 3 moving violations within a 3year period or more than 2 within a oneyear period.
  • Have more than 2 accidents within a 3year period.

Preferred Qualifications:

The ideal candidate will have at least nine years of a combination of work and education in progressively responsible work in land surveying. The individual will be well organized selfmotivated and able to work independently and have experience with Terrestrial GPS RTK UAV and Pix4D survey equipment and software.
