Transport Scotland is an executive agency of the Scottish Government and its staff and management have a broad cross section of skills professions and experience not typically found within the civil service. If you are a motivated enthusiastic HR or Learning professional looking to make a big impact in an operational delivery and policy organisation then our HR Officer role may be for you.

Transport Scotland has a small HR and Learning team who work on a wide range of people related activity. The team is a key part of the Finance and Corporate Services directorate.

This role will have a particular focus on identifying learning needs across the organisationand designing and delivering learning interventions to staff and managers across the organisation. You will also be expected to undertake generalist HR duties including supporting staff and managers with advice on HR matters including but not limited to informal interventions in relation to attendance/performance management conduct and discipline. As the TS HR team is small you will be expected to work flexibly across the team learning youre your peers and as required cover key duties/tasks to ensure resilience across the team. The role has no line management responsibilities.

Responsibilities

  • Responsible for planning designing and delivering learning interventions
  • Support the development of our talent pathways with a particular focus on building management capability across the organisation through targeted and structured learning offers
  • Building and managing relationships with internal and external stakeholders across Transport Scotland and Scottish Government.
  • Working with colleagues to embed a culture of continuous improvement.
  • Undertake generalist HR duties and advice including advising staff and managers on sensitive cases.

Qualifications

You must have Associate Membership of CIPD or be willing to work towards.

Success Profile

Technical / Professional Skills:

  1. Subject knowledge within Learning 1. Understands the principles that underpin the design management and evaluation of facetoface and digital learning initiatives. 2. Aware of learning trends and external best practice. 3. Understands how to promote diversity/ensure learning products and methodologies are inclusive

Working Pattern
