- SUBSTANCE USE AND MENTAL HEALTH
The SAMHSA Project AWARE (Advancing Wellness and Resiliency in Education) Program Manager will support OSUMH suicide prevention activities by managing all activities outlined in the Project AWARE implementation plan. This positions main responsibility is the implementation management and evaluation of the Project AWARE (Advancing Wellness and Resiliency in Education) grant including all financial and contractual responsibilities.
The Project AWARE Program Manager administers and manages the statelevel grant work while providing technical assistance to project partners ensuring the projects outcomes are achieved and the terms and conditions of the grant are met. The grant goal is to build collaborative partnerships with project contracted Local Education Agencies (LEAs) communitybased providers of behavioral health care services community organizations families and schoolaged youth. The AWARE Program Manager will support contracted school districts in building a threetiered system of support and increase the number of students who receive evidencebased social emotional learning curriculum suicide prevention training and evidencebased mental health services. This positions job duties are grant and project management evaluation and reporting technical assistance and communications professional development and training contract and financial management and other duties as assigned.
This position is expected to work closely with state and local school districts while focusing on systemlevel changes to improve mental wellness and suicide prevention efforts for youth by supporting educators and school personnel in the state of Utah.
The Program Manager will communicate regularly and closely collaborate with contracted school districts local mental health authorities contracted providers and other stakeholders. They will assess training and technical assistance needs and administer policies programs and operations within DHHS as they relate to suicide prevention.This is an entrylevel program manager position.
Preference maybe given to applicants that:- has experience providing technical assistance and training to professionals in a school setting.
- has experience in providing training and education to parents of students in K12 and post secondary settings.
- has experience addressing public health issues such as suicide with youth and adults.
- has a Masters Degree in Public Administration Health Administration Public Health Psychology Social Work or other closely related field.
- has experience in project/program management including managing budgets goal setting measurement implementation and evaluation.
- has experience applying for implementing and evaluating federal regional and/or local grants.
- has experience implementing and monitoring contracts or memorandum of understanding.
Note: as of April 8 2024 DHHS employees will be working a hybrid schedule which includes 2 office days per week and 3 telework days.

Responsibilities
- Managing and providing oversight for one or more statewide programs(s). Determining program goals and objectives and/or chairs committees established to support the program.
- Responsible for data collection and grant reporting within strict deadlines and is expected to think creatively on using data to tell the project stories to community and key stakeholders.
- Building and maintaining ongoing partnerships with key stakeholders including schools health and behavioral health care organizations public health agencies social service agencies advocacy organizations and others to move project initiatives forward.
- Coordinating program activities services and/or program implementation with private providers other governmental entities program users etc.
- Monitoring and evaluating operations programs processes and/or practices for quality and effectiveness; makes recommendations for improvement.
- Developing and coordinating plans and policies resources and mission as well as goals vision and expectations of agency and/or program; prepares and updates plans and priorities.
- Conducting training needs assessments and recommending training programs.
- Formulating ongoing progress and data reporting collecting identified data and communicating progress to partners and oversight agencies.

- Knowledge of principles and methods for curriculum and training design teaching and instruction for individuals and groups and the measurement of training effects.
- Knowledge of the structure and content of the English language including the meaning and spelling of words rules of composition and grammar.

- Effective July 1 2021 State of Utah employees must either reside in Utah or be in the process of relocating to Utah within 30 days of their start date.
- This position may currently be a hybrid of both inoffice and remote work days. Please note a positions eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
- Generally the best qualified individuals for this job will have previous experience with the community or assigned client base.
- or related Licensure/Certification to include Social Worker Clinical Mental Health Counselor Marriage and Family Therapist or QIDP (Qualified Intellectual Disability Professional).
- Program Managers who supervise employees who provide direct care services and are Licensed as a Social Service Worker are generally required to have obtained Social Service Worker Licensure
- Risks found in the typical office setting which is adequately lighted heated and ventilated e.g. safe use of office equipment avoiding trips and falls observing fire regulations etc.
- Typically the employee may sit comfortably to perform the work; however there may be some walking; standing; bending; carrying light items; driving an automobile etc. Special physical demands are not required to perform the work.
