* This position is financed by a thirdparty external to the Organization with funding provided by the donor. Although there is a commitment from the donor the appointment may be terminated prior to indicate official end date of project should the external funding for this position no longer be available. This position also carries in principle no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organizations Staff Manual to satisfactory performance and to availability of funds.

Tests/interviews in connection to this selection procedure will take place approximately 4 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly in case they are shortlisted.

Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.

This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organizations similar staffing needs in the future.

SUMMARY OF THE ASSIGNED DUTIES

INCLUDING GOALS AND OBJECTIVES OF THE POST

The Forensics & Police Data Management SubDirectorate (FPDM) is located within the Executive Directorate police Services (EDPS) and Operational Support & Analysis Directorate (OSA).

The Senior Coordinator under the supervision of the Assistant Director FPDM is responsible for the coordination and implementation of the Frontex INTERPOL Electronic Library Document System (FIELDS) programme. They will oversee the FIELDS Central Unit (FCU) undertaking new activities and projects in line with INTERPOL policies and procedures. The incumbent will be responsible for ensuring that all pillars of the FIELDS programme have prioritized Action Plans that reflect the wider strategic and operational aims and objectives of the organization as well as those set out by the interagency FIELDS Steering Committee.

They will be responsible for the effective coordination of staff within the FIELDS Central Unit identifying and realizing opportunities for cross branch/SubDirectorate/Directorate fusion and collaboration. This will include identifying and proposing strategic and operational partnerships with other international organizations who share the same aims and objectives as INTERPOL. This is to maximize the resources available to support member countries in the area of border control and travel and identity document authentication.

PRINCIPAL DUTIES AND ACTIVITIES/PRINCIPALES MISSIONS ET ACTIVITS

DUTY 1: Plan manage and coordinate activities undertaken by the FCU

  • Coordinate with FCU staff and subdirectorates across OSA to maximize efficiency accuracy and impact.
  • Ensure the FIELDS calendar of activities are continually updated.
  • Liaise with OSAProject Management Office (PMO) to oversee the budget and human resource planning to deliver the activities outlined in the FIELDS Programme Plan.
  • Ensure Strategic Action Plans regarding implementation and outreach are in place and regularly updated.
  • Ensure reliable and effective coordination between the FCU and other internal units to obtain technical legal operational support.
  • Ensure proper implementation and application of information management changes within the FIELDS programme.
  • Provide subject matter expertise to implement current information processes or amendments impacting FIELDS implementation at the border.
  • Ensure all FIELDS activities reflect the priorities of the information management FPDM and OSA strategy making recommendations where necessary.
  • Represent INTERPOL and the FIELDS Programme at highlevel external events and bilateral engagements that seek to boost strategic recognition and member country usage of the system.

DUTY 2: Support and advise the Assistant Director FPDM and Director OSA

  • Serve as a point of contact within EDPS for Director OSA Assistant Director FPDM and other Directorates concerning FIELDS and the intersection between border control and travel and identity document authentication.
  • Maintain a forwardlooking diary for FIELDS operations and significant activity and report these to the Assistant Director FPDM and Director OSA weekly.
  • Oversee FIELDS information management to implement an effective performance regime including debriefings and reporting.
  • Make recommendations to Assistant Director FPDM and Director OSA for improvements in the efficiency and effectiveness of FIELDS and other initiatives focused on the intersection between border control and travel and identity document authentication.

DUTY 3: Define and update policies and Standard Operating Procedures (SOPs) within the FIELDS Programme

  • Work closely with the Executive Directorate Legal Affairs (EDLA) in relation to the legal and policy aspects impacting FIELDS and similar initiatives concerning border control and travel and identity document authentication.
  • Work closely with the Information IS) Directorate in relation to the technical aspects impacting FIELDS and similar initiatives concerning border control and travel and identity document authentication..
  • Establish criteria for FIELDS activities operations and action streams; and under which conditions INTERPOL can or should participate with partner organizations and member countries.
  • Maintain detailed SOPs that cover both operational and administrative aspects of FIELDS.
  • Ensure compliance with INTERPOL policy and procedures and coordinate with Frontex to ensure current and compliance with the INTERPOLFrontex FIELDS Technical Agreement and other governance documentation endorsed by the FIELDS Steering Committee.

DUTY 4: Perform any other duties as required by the hierarchy.

QUALIFICATIONS COMPETENCIES AND SKILLS

Education and qualification required:

  • At least 5 years University degree or equivalent in a relevant domain.

Experience required:

  • Experience in implementing and managing complex projects.
  • Minimum of 8 years experience in law enforcement with a focus on border management including regional and international expertise/operational support.
  • Strong investigative and operational police background.
  • Experience in resource administration/logistics.
  • Legal/police knowledge and experience.
  • Knowledge and understanding of broader police training needs.
  • Background in criminal investigations and/or criminal analysis.

languages:

  • Excellent Command of English (written and oral) as working language.
  • Knowledge of another of the Organizations official languages (French Spanish or Arabic) would be an additional asset.

Abilities required:

  • Excellent communication skills.
  • Proficiency with Office software computers and Internet.
  • Ability to:
    • think/plan operationally and strategically;
    • transform initiatives into new working practices;
    • prepare written documents including reports and visual presentations that meet professional standards;
    • deliver presentations;
    • work well under pressure (meet sudden deadlines);
    • willingness to work overtime when the situation dictates.
