Position Overview
The Division of Substance Use Prevention and Recovery is seeking to hire a Methods and Procedures Advisor I to perform advisory and technical tasks and studies relative to the effective and efficient operation of the Divisions Database Billing System. Maintains monitors and inputs provider information into the Database Billing System assuring accuracy of services locations etc. funded through contract and Medicaid. Assesses the completeness and accuracy of information from the licensure data base and eligibility for billing for funded providers reporting through the Departments Automated Reporting & Tracking System DARTS). Provides final review and approval of services for each provider to bill. Serves as consultant for internal and external staff as well as for funded providers by providing technical assistance for proper implementation of eligibility procedures. Travels to various sites in performance of duties.
Essential Functions
- Performs advisory and technical tasks and studies relative to the effective and efficient operation of the Substance Use Prevention and Recovery (SUPR) Database Billing System.
- Researches evaluates analyzes and monitors provider services request data to ensure accuracy in determining eligibility to verify data entered into the system for payment of services is correct on the Database Billing System.
- Evaluates analyzes and inputs data into the Database Billing System from client eligibility documentation according to established guidelines.
- Provides technical assistance to funded providers contracting with IDHS/SUPR.
- Reviews Monthly Reports and Monthly Error Reports for accuracy of established methods and procedures as well as necessary corrections.
- Researches and resolves issue with provider eligibility for services and works with Manager on a casebycase basis.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four 4 years of college with courses in public administration accounting industrial relations prelegal or personnel management.
- Requires one 1 year professional experience in public administration business management or accounting.
Specialized Skills
- Of the one 1 year of professional experience requires one 1 year of experience researching analyzing and evaluating data and applying policy in a public administration business management or accounting work environment.
Preferred Qualifications
- One 1 year experience researching analyzing and evaluating data and applying policy in a publicadministration business management or accounting work environment.
- Three 3 years of professional experience meeting deadlines with strong attention to detail and theability to utilize critical thinking skills while multitasking multiple projects.
- Two 2 years of professional experience researching evaluating analyzing and monitoring providerservices to ensure accuracy in determining eligibility to verify data entered into the system for payment ofservices are correct.
- Two 2 years of professional experience confirming eligibility to bill for services and ensuring timelyprocess of payments.
- Two 2 years of professional experience reviewing monthly reports for accuracy of established methodsand procedures as well as necessary corrections.
- One 1 year of experience communicating effectively both verbally and in writing.
Conditions of Employment
- Requires basic proficiency in Microsoft Office Suite.
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
