Job Description

Summary

King Countys Department of Executive Services (DES) has an opportunity for an Administrator II to work within the Harborview Bond Program Office. This threeyear TLT position will provide professional administrative support to senior program personnel and will be integral to helping deliver one of the largest capital projects in King County history. The position functions with a considerable degree of independence and judgment and will interface with a range of County officials Harborview Medical Center staff as well as the projects interested parties consultants and contractors.

The position will report to the Bond Program Office Project Section Manager. This role requires a confident selfstarter with a keen attention to detail ability to thrive in a fastpaced environment solid time management skills and a willingness to decline requests that compete with higher priorities. The position is a vital member of a highly collaborative diverse and robust professional Bond Program team.


About Harborview Medical Center

Harborview Medical Center is a comprehensive health care facility owned by King County Government governed by a Countyappointed Board of Trustees and managed by the University of Washington School of Medicine. Its primary mission is to provide high quality to the indigent and underserved residents of King County. In serving a fourstate region Harborview is home to the nationally renowned levelone trauma center and the Medic One Emergency Response Unit which was established as one of the countrys first paramedic response programs. Many of Washington States emergency medical service technicians are trained at Harborview. The Medical Center combines stateoftheart emergency medical services with general medicine and specialty clinics including centers of excellence in burn neurosciences ophthalmology infectious disease and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.

Over the years Harborviews medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care medicine and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels.

In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a newhigh rise inpatient bed tower and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work.

Job Duties

To be considered for this opportunity you must demonstrate the skills and ability to:

Provide program Information and support to a range of decision makers Including cabinetlevel executivelevel elected officials.

Actively manage the calendars of the Program Section Manager and the Program Support Manager. Coordinate schedules with County Harborview Medical Center UW Medicine consultants and various vendors.

Prepare professional documents presentation agendas and meeting minutes for publication to the public and/or use within the bond team.

Document and disseminate discussions and decisions that arise from bond program various levels of bond program leadership.

Facilitate high level meetings and workshops that Include working groups consultants and Internal/external partners; and perform follow up on action Items.

Monitor and respond to legislative directives and prepare Initial drafts and relevant reports. Monitor changes and assure that documents are of highquality.

Manage the review/comment process for Bond project documents.

Provide on and offsite event planning and coordination.

Provide project support as needed.

Other duties as assigned.



Experience Qualifications Knowledge Skills

We are looking for a Candidate who:

Have strong experience working on highly visible programs and Initiatives Involving numerous interested parties and community groups.

Have the ability to support the senior level management team during coordination of services with project management firms consultants and contractors.

Are knowledgeable about how large multifaceted programs work including the processes required to accomplish the work.

Are proactiveandable to coordinate a high volume of diverse assignments. Can handle multiple competing priorities and maintain attention to detail.

Have strong editing writing presentation and communication skills.

Provide leadership on all facets of daytoday project office administration including ordering supplies booking travel and assisting with staff needs.

Direct the efforts for ESJ matters and actively promotes King County True North values with staff and contractors.

Comfortable working at all levels of the organization including with community groups senior leadership and elected officials.

Can be flexibleand adapt as required while working in a multifaceted and sometimes ambiguous environment.

Possess strong abilityto navigate through potentially conflicting stakeholder perspectives.

Highly skilledat developing and managing document control and Information management systems for large organizations.

Have knowledgeof and areproficient at working with Unifier Procore and Microsoft Project
