$28.82 $42.31The Business Office of Saint Paul College is dedicated to providing exceptional assistance to students with the necessary services to fulfill their financial obligations to the Colleges while maintaining the Colleges commitment to an affordable education. These services are provided in accordance with the policies and procedures of Minnesota State to ensure sound fiscal responsibility. The Business Office is dedicated to providing superior customer service to students staff faculty departments and outside constituents with a focus on accuracy accountability availability efficiency professionalism and integrity. The Contracts and Agreements Officer exists to direct and execute contracts intraagency agreements and other formal agreements between the colleges and other organizations. This includes preparing and negotiating contracts assisting departments in drafting contracts and ensuring contracts and agreements are completed properly. This also includes working directly with the Minnesota State System Office Office of General Counsel in drafting preparing revising and completing contracts and agreements. This position coordinates with staff who work with contracts agreements and procurement.
Oversee the contracting process for Workforce Center department.
Review and Approve Requisitions and Purchase Orders.
Oversee the contracting process for College Facilities Department.
Oversee the intra agency agreement process between college departments and other Minnesota State colleges and universities the system office or other state agencies.
Other Duties as assigned.
The salary range for this position is $28.82 $42.31 hourly.
Two years of professional level experience developing and administering contracts and/or service agreements.
Experience with purchasing and RFP (Request for Proposal).
Experience with informal and formal competitive bidding to include creation of solicitation specifications contract administration and policy interpretation in a public sector or corporate setting.
Experience in writing and executing contracts in accordance with all applicable rules and regulations.
Critical thinking skills sufficient to analyze and interpret procurement terms and conditions bid results contract forms and legal documents related to contract and bid administration such as bonding and insurance.
Interpersonal communication skills sufficient to explain contract and procurement issues effectively and professionally with sensitivity to diverse clientele.
Ability to prioritize work manage time and work on multiple complex projects simultaneously.
Bachelors degree in Accounting Business Administration Finance Public Administration or related major.
Experience as a supervisor team lead lead worker or project lead directing a diverse team.
Knowledge of a state level contract and procurement platform such as Marketplace or state financial management system (SWIFT) or similar purchasing and procurement platforms sufficient to create post and award events create and modify contracts and create and monitor encumbrances.
Knowledge of State of Minnesota and MinnState statutes policies and procedures as they relate to contracts amendments budgeting and expenses.
Experience writing and executing construction and service contracts.
