Job Description

Job Title: Senior Project Manager
Client:City of Philadelphia (The Department of Revenues Water Revenue Bureau WRB)
Location: 1401 John F. Kennedy Blvd. 3rd Floor Philadelphia PA 19102

NOTE: This is a Hybrid Position with Onsite Interview.

Position Overview:
The person in this position will work closely with WRB and PWD subject matter experts and the Office of Innovation and Technology (OIT) conducting activities related to successfully gathering project requirements and participating in the discoveryrequirements design development deployment and operations phases of technology projects within the Department.

The Information Technology group at the Department of Revenue (Revenue IT) is responsible for supporting and maintaining systems and applications used by IT Project Manager will play a critical role in ensuring the successful implementation of a modern CIS solution by managing technical requirements integrations and system transitions.

Key Responsibilities:
  • Oversee and manage the IT portion of the CIS replacement project ensuring alignment with business and operational goals.
  • Collaborate closely with the Operations Project Manager vendor project management team and key stakeholders to facilitate project needs and system implementation.
  • Coordinate system integrations data migration security and infrastructure requirements for the new CIS platform. Identify and mitigate technical risks ensuring a smooth transition from the existing system to the new solution.
  • Manage timelines resources and deliverables while maintaining compliance with organizational and regulatory standards.
  • Provide regular updates and reports to executive leadership and stakeholders on project progress challenges and milestones.
Work activities and Essential Functions:
  • Project Leadership & Oversight:
  • Lead and manage ITrelated aspects of the CIS system replacement project ensuring successful from initiation to completion.
  • Develop and maintain detailed project plans timelines and deliverables ensuring adherence to scope budget and schedule.
  • Ensure proper alignment between IT and business needs providing strategic direction for system modernization.
  • Consult with vendors staff and stakeholders to resolve issues; organize facilitate and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration; assist in clarifying expected outcomes and managing expectations; provide direction and support to project team.
  • Work with staff and stakeholders to correct deficiencies and monitor work performed to meet agreed upon goals and objectives
    Report progress concerns emerging risks or issues to appropriate leadership on IT operations and project work escalating as needed.
  • Create and maintain comprehensive project documentation and meeting notes as appropriate for the project methodology chosen

Communication and collaboration.
  • Engage with executive leadership and key stakeholders to provide updates manage expectations and address concerns proactively.
  • Develop and execute communication plans for technology changes and implementations.
  • Proactively communicate and coordinate with stakeholders project participants leadership and affected clients via in person or virtual meetings writing telephone calls etc.
    Maintain strong collegial and effective working relationships with associates Departmental officials outside consultants and vendors.
  • Oversee data migration system integrations security and infrastructure to ensure a smooth transition to the new CIS platform.
  • Coordinate efforts between development teams database administrators and thirdparty vendors to ensure compatibility with existing and future IT systems.
  • Ensure compliance with industry standards cybersecurity policies and regulatory requirements during system implementation.
Risk Management & Issue Resolution:
  • Identify assess and mitigate technical and operational risks associated with the largescale system replacement.
  • Develop contingency plans to address potential challenges ensuring minimal disruption to operations.
  • Proactively troubleshoot issues and work with relevant teams to implement effective resolutions.
  • Collaborate with change management teams to support system adoption and minimize resistance to new processes.
  • Ensure proper training and documentation are developed for endusers IT staff and stakeholders. Drive user engagement and support to facilitate a seamless transition to the new system.

  • Uphold IT standards policies and procedures while working with leadership to iteratively adapt these policies with current IT best practices in mind
  • Stay abreast of the latest developments in related technologies and project management Perform other related duties as assigned.
  • Strong skills in stakeholder engagement communication and collaboration with business units IT teams and executive leadership.
  • Experience managing thirdparty vendors including contract negotiation servicelevel agreements (SLAs) and vendor performance oversight.
  • Ability to translate business requirements into technical solutions ensuring alignment with organizational goals.
  • Proficiency in identifying assessing and mitigating project risks and technical challenges to ensure minimal disruptions.
  • Ability to drive user adoption and training strategies ensuring a smooth transition to the new CI documentation skills for creating user guides system documentation and training materials.
Skills/experience of the assigned staff:
Required
  • Project Management & Leadership:
  • 10 years of IT project management experience in largescale CIS implementations or enterprise system replacements.
  • Strong understanding of billing systems customer information systems data migration integrations and IT infrastructure.
  • Strong ability to lead largescale CIS system replacement projects from initiation to completion.
  • Proven experience in managing crossfunctional teams vendors and stakeholders in a complex IT environment.
  • Expertise in project planning scheduling budgeting and resource allocation for enterprise IT projects.
  • Excellent leadership communication and stakeholder management skills.
  • Ability to drive projects within scope time and budget while managing competing priorities.
Technical Expertise:
  • Deep understanding of Customer Information Systems (CIS) particularly utility billing systems and enterprise applications.
  • Experience with data migration system integrations APIs and middleware solutions to ensure seamless system transition.
  • Familiarity with cloudbased and onpremises IT infrastructure databases and cybersecurity best practices.
  • Knowledge of software development lifecycle (SDLC) and agile or waterfall methodologies for IT projects.

Highly Desired/Preferred
  • Project Management Professional (PMP) PRINCE2 or ITIL certification is highly desirable.
  • Bachelors degree in Information Technology Computer Science or a related field (Masters preferred).
  • Experience with CIS vendors is a plus.
  • Familiarity with regulatory compliance in utilities or municipal IT environments.
  • Familiarity with water utility billing systems or municipal IT environments is a plus.
  • Ability to troubleshoot system implementation issues working closely with IT teams and vendors for effective resolutions.
  • Experience in disaster recovery planning business continuity and system rollback strategies
  • Experience in organizational change management (OCM) to facilitate process improvements and stakeholder buyin.
