Job Description

Linkitall (LIA) is seeking a highly skilled professional to join our team as a Proposal and Capture Manager. As Proposal and Capture Management you will be involved in Business Capture specifically for the Federal state/local government and commercial clients. LIA is a Service Disabled Veteran Owned Small Business (SDVOSB) that links the expertise of human resources with the functionality of leadingedge technology to deliver missioncentric professional services.

  • Position: Proposal and Capture Manager
  • Location: 100 Remote
  • Position Type: Fulltime
Responsibilities:
  • Act as the companys SME for the Business Department and the Development of Opportunity Intelligence.
  • Participate in proposal writing by working sidebyside with other team members.
  • Establish effective workflow percentages: 20 technical writing and 80 capturing.
  • Determine the proposal concept by identifying and clarifying opportunities and needs and studying requests for proposals (RFPs).
  • Lead conduct or participate in bids/no bids.
  • Collects and evaluates business intelligence to enable strategic analysis of the customer and the competitive landscape.
  • Develops the customer/opportunity capture strategy and documents actions to inform and implement each capture plan.
  • Relative to the target market analyze LIAs strengths and weaknesses.
  • Leverages business intelligence to drive LIAs win strategy for each opportunity.
  • Lead strategic capture efforts throughout the business development lifecycle.
  • Determine the proposal concept by identifying and clarifying opportunities and needs.
  • Maintains an active knowledge of industryrelated changes and maintains a complete plan for acquiring 8(a) and Non 8(a) contracts within the Department of Defense federal civilian agencies and in the private sector.
  • Research the competition landscape incumbent details and pricing.
  • Develop gate review SWOT and data call documents as per Shirley Best Practices.
  • Understanding of popular GWACs and IDIQs.
  • Conduct business intelligence analysis for all target locations and opportunities.
  • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
  • Maintain and track a shortterm pipeline 90 days) and a longterm pipeline 1yr).
  • Reach out to contracting officers to request information for each opportunity.
  • Understand the definition of Artificial Intelligence (AI) and how to apply it.
  • Someone that can bring new ideas to the table and assist with the growth and development of the department
  • Identify and qualify 3 opportunities every month.
  • Other related duties assigned
Requirements:
  • Strong acumen for analysis reasoning planning and problemsolving.
  • Experience working on business capture tools and CRMs such as Capture2Proposal GovTribe GovWin etc.
  • High degree of selfmotivation.
  • Comfortable working with executives and senior leadership.
  • Ability to communicate with both technical and nontechnical audiences.
  • Demonstrated skill at articulating how technical solutions translate to customer capabilities.
  • Must have extensive knowledge of Requests for Information (RFIs) Requests for Proposals (RFPs) and Requests for Quote (RFQs) process as well as understand all phases of the business opportunity capture process.
  • Strong interpersonal skills and ability to provide excellent customer service.
  • Strong organizational and time management skills with the ability to correctly prioritize workload to maintain schedules deadlines and standards on assigned projects.
  • Ability to manage multiple Business Development opportunities.
  • Ability to remain calm under pressure and be adaptable.
  • Ability to brief highlevel presentations at forums seminars and conferences.
  • Ability to read listen to and understand information and ideas verbally and in writing.
  • Eligible to obtain U.S. government security clearance.
  • Must be a selfstarter and able to work independently.
  • Knowledgeable of the FULL capture management process.
  • Able to maneuver through a large number of databases and collaborate successfully with other team members.
  • An expert writer who knows how to tell a compelling story.
  • Understand the technical side of government proposals.
  • Proactive and consistent with email correspondence or phone calls.
